Summary

The Salem Veterans Affairs Medical Center is looking for an experienced Registered Nurse in the Veteran's Health Education Coordinator (VHEC) role. The VHEC falls under the Education Service and reports directly to the Designated Learning Officer. The VHEC collaborates with other employees to initiate improvement in education. The VHEC serves as a role model and educator. The VHEC collaborates with staff to initiate improvement in care and delivery, to identify and resolve identified issues.

Responsibilities

The VHEC has knowledge of the theory and practice of health education and health behavior change, skills in evidence-based interventions, curriculum design, program development and management, training, and evaluation. S/he has the ability to conduct needs assessments and strategic planning for the Veterans Health Education Program that contributes to the facility's mission, goals, and objectives. Develops interpersonal relationship skills to work effectively with others, utilizing oral and written communication and presentation skills to communicate effectively about a variety of health education issues to Veterans, employees, supervisors, management, and other stakeholders within VA and the community.

Responsibilities include but are not limited to:
  • Functions as the designated focal point, coordinator, advocate, and liaison for all Veterans and family health education initiatives, programs, and activities.
  • Works with facility management to assure that the Veterans Health Education Program contributes to the facility's mission, goals, and objectives.
  • Demonstrates leadership, experience, and creative approaches to the development and management of the Veterans Health Education Program.
  • Provides consultation and training to interdisciplinary staff members regarding evidence-based health education interventions and skills, and health education program development to assure that Veterans health education programs, activities, and services meet quality standards.
  • Serves as the principal point of contact for all Veterans health education communications and reporting within the facility, among the facilities in the Veterans Integrated Service Network (VISN), with the Office of Veterans Health Education and Information (VHEI), and other program offices.
  • Serves as an Educational Champion for the Employee Whole Health Program and will be responsible for attending the Whole Health Committee, which in turn, reports to the Whole Health Steering Committee. The incumbent will devote a portion of their time functioning as an educator within the facilities Employee Whole Health program. Coordinates ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the Employee Whole Health Program
  • Completing an orientation within 90 days of hire or appointment to the position. Planning, developing, implementing, monitoring and evaluating the overall VHEI program at the facility(ies) and all CBOCs. Ensuring that VA medical facility VHEI programs and services are Veteran-centered.
  • Leading VA medical facility efforts for VHA-wide Veteran-centered health education programs, products and resources including new patient orientation, the Veterans Health Library (VHL), self-management programs and other interventions and initiatives that include health education.
  • Conducting a VA medical facility-wide assessment of Veteran-centered health education programs and services to determine gaps or needs, services and products for specific Veteran populations or diseases and conditions, at least every 2 years.
  • Participating in orientation programs for new VA health care clinicians, to ensure they are knowledgeable about the VA medical facility VHEI program, can effectively refer Veterans, family members or caregivers, if appropriate, to VA medical facility Veterans health education programs and services and document, in the medical record, the Veteran education content, services and programs that they provide in accordance with VA medical facility documentation and The Joint Commission requirements.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN ) or The Commission on Collegiate Nursing Education ( CCNE ). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • 3-5 years of nursing experience.
  • BLS required.
  • Nursing Educator experience
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.

Physical Requirements: The physical requirement of this position may include lifting, standing, prolonged sitting, bending, stooping, walking, reaching, and repetitive motion. The mental/sensory requirement include recall, reasoning, problem solving, hearing, writing, keyboarding, reading and logical thinking. The environment's pace may vary from steady to fast paced, requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent changes. BLS is required and use of personal protective equipment may be required.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
