Responsibilities

The incumbent will serve a Product Manager, in the NBIS PMO; the position will focus on one of the following sub-specialty areas:
  • NBIS Infrastructure - Plan, design, engineer and implement a secure and effective NBIS cloud infrastructures by expertly managing the DoD architectures, networking, interfaces, systems, cybersecurity, IdAM, performance, processes and tools.
  • NBIS Ops & Sustainment - Manage, operate and maintain the NBIS systems and applications to prescribed levels of assured network information protection, delivery, and network availability by sustaining the environments, systems, applications, cybersecurity, IdAM, helpdesk, metrics, and ops tools. NBIS Mission Applications - Develop, manage, and deliver the software development capabilities with Agile methodologies and tools to meet NBIS release schedule for system and service deliveries.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

I have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility and complexity to the next lower grade ( GS/GG 14) in the Federal service, and am prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Experience in government-use cloud architectures (e.g.: AWS, Azure, and/or C2S, etc.), data and content management, and Agile software development methodologies.

Specifically you will be evaluated on the following competencies:
  • Data and Content Management - Monitor, develop and implement plans, policies, programs, and processes to enhance the value of data and information assets.
  • Information Resources Management (IRM) - Develop or implement strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) in order to enable organizational and enterprise missions.
  • Information Technology Configuration Management - Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations.
  • Software Engineering - Knowledge of software engineering design and development methodologies, paradigms, and tools; the software life cycle; software reusability; and software reliability metrics.

    Individual Occupational Requirements: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

    Experience must be IT related ; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
