Summary

As a Budget Officer in the Office of Budget, you will provide direction regarding agency-wide activities in the field of budget administration.

Location of position: General Services Administration, Office of the Chief Financial Officer, Washington, DC

Responsibilities

As a Budget Analyst, you will perform the following duties:
  • Assists in developing overall budgetary guidelines and requirements within parameters established by Congress, Office of Management and Budget (OMB), and the Director of Budget, including issuance of the "call" to services and staff offices to be used in preparation of annual and supplemental budget estimates.
  • Provides guidance to personnel in assigned services and staff offices regarding preparation of budgets, financial plans, and the solution of budgeting and financial problems and maintains continuous liaison with program personnel.
  • Assists in the planning and conducting of complete financial analysis for major and complex program areas involving multiple funding sources for continuous major reprogramming.
  • Evaluates budget and financial management policies and programs in Central Office (CO) and regions and makes recommendations to high level officials where appropriate.
  • Examines budget proposals and financial plans for conformance to policies, adequacy of justification and appropriation language, existence of statutory authorization, feasibility and economy of proposals.
  • Assures accuracy, consistency, and conformity of schedules with instructions governing the submission of budget estimates.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

The GS-14 salary range starts at $122,530.00 per year.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience managing the formulation, presentation, and execution of a budget for a major component of an agency or organization. Experience should include the majority of the following: developing formal budget submissions; justifying budget requests; budget forecasting; reviewing and recommending budget requests; evaluating and monitoring systems for the expenditure of Federal funds; financial management leadership; managing budget activities related to multi-source funds, including revolving, appropriated and reimbursable funds; establishing controls and making recommendations on resource allocations.

  • Knowledge of all phases of a budget process to determine and formulate budget estimates.
  • Skilled in developing guidelines, procedures and control measures pertaining to all phases of the budget process.
  • Ability to conduct complex financial data analysis using various methods to determine impact of program initiatives on budget plans.
  • Ability to interpret regulations relevant to the budgetary process.
