The Senior Advisor for Defense Innovation will provide direct support and advice to SAF/CDM's operations and intelligence innovation and technology efforts fulfilling the National Defense Strategy, Defense Intelligence Strategy and fundamentally supporting Defense Enterprise Operations. This position has primary responsibilities for providing technical expertise in assessing program development of technology to support national security innovation as well as developing program guidance and performing oversight of program funding and resource management for Research & Development, Intelligence, and National Security Programs. The position is expected to develop program plans for SAF/CDM-wide technical capabilities, industry, academia, Federally Funded Research and Development Centers (FFRDCs) and National Laboratories involvement in the research, development and implementation of new and emerging innovation areas and related technology programs. The incumbent will be a recognized key leader in creating and maintaining a DoD virtual environment for technology awareness across USAF, other Military Departments, DoD Agencies, academia, and the private sector. In addition, the incumbent will guide and lead a staff of senior government civilians and contractors to execute and accomplish new innovation and technology, and to achieve associated goals and objectives.

  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.


QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

This position has a basic qualification requirement (specialized experience) . At least 1 year of specialized experience equivalent to at least a GS/GG-15/Pay Band 5 grade level or equivalent military/academic/industry experience that demonstrates significant contributions, stature, and professional reputation.

A. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Mastery of technical policy and emergent management of research & development, intelligence, operational support and technology resources.

2. Advanced program management skills, with in-depth knowledge across a spectrum of acquisition programs and skill in conducting cost-benefit analysis, analysis of alternatives, and risk assessments

The following conditions of employment apply: This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS) and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101 and under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotions or removal.

A Joint Duty Assignment (JDA) Program certification is desired Joint duty credit is awarded by serving at least 12 months in an Intelligence Community (IC) agency, an organization outside the IC, or joint organization at the pay grade or rank of at least GG/GS-13 beginning after 11 September 2001. In addition, individuals deployed for 179 days or more to a designated combat zone will satisfy the 12-month minimum requirement [or 179-day deployment] so long as that minimum requirement is met within a 24-month period. Relevant military, professional, technical, managerial, and/or leadership experience outside the IC may qualify as the equivalent of a JDA. In addition, a waiver for the Joint Duty Credit may be considered if there are no highly qualified alternative candidates with JDA Program certification.

Telework: This position requires direct handling of classified materials on a daily basis and is not eligible for regular/recurring telework. Situational telework may be authorized pending mission requirements

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated against the foregoing qualification requirements. Failure to meet any one of the mandatory technical qualification will eliminate a candidate from further consideration. A screening panel will evaluate the candidates for this position composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position. The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be Qualified, a rating schedule will be applied by a screening panel to determine which candidates are considered to be Best Qualified. Then, they will meet to discuss each application, and reach a consensus decision as to the best qualified, qualified or not qualified candidates. The panel will interview all of the best-qualified candidates based upon consistently applied criteria. The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order. Final selection of a candidate is contingent upon USecAF approval.
