Duties

Summary

The incumbent serves as a Telecommunications Specialist in the Radio & Spectrum Management Division (RSMD) and as part of the Field Support Group as a Radio Systems Specialist. S/he is responsible for research and development to provide advice and support on telecommunications systems/networks to the RSMD Chief, other managers and Telecommunications managers across park units, regions and national centers. In addition, the incumbent writes agency-wide technical standards and guidance documents.

Responsibilities

The major duties of the Telecommunications Specialist position include, but are not limited to, the following:
  • - Serve as a Telecommunications expert to advise the RSMD Chief and internal and external teams of telecommunications professionals responsible for maintenance, installation and operation of various communications and electronic systems to include, but not limited to land mobile, maritime, and aeronautical voice, Internet Protocol (IP)-related radio communications and data systems.
  • - Analyze, evaluate, and recommend methods for enhancing the efficiency of telecommunications systems through modifications and applications of evolving technology to the agency and interagency telecommunications programs.
  • - Design, implement, test, and maintain HF, VHF, UHF, Satellite-based radio network systems, microwaves, Point-to-Point and Point-to-Multipoint systems, end user devices and infrastructure such as electronic site facilities, Radio Over Internet Protocol (ROIP) networks, ROIP over cellular networks, base stations, repeaters, duplexers, cross-band systems, and other system components.
  • - Review, recommend, and inspect systems engineering design, systems integration, and radio project implementation plans to ensure that new or replacement strategies are technically sound and that operational requirements are within applicable codes and are compatible with existing infrastructure and user devices.
  • - Collaborate with federal, state, and local government officials in the execution of interference resolution procedures established by the National Telecommunications and Information Administration (NTIA), the Federal Communications Commission (FCC), and the Department of the Interior (DOI).
  • - Serve as a subject matter expert to assists parks, regions, managers, national center and Contracting Officer Representatives (CORs) with site surveys, acceptance testing, and post-installation reviews of complex radio communications systems installations.
Duties will be developmental in nature when filled below the full performance level.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to lift up to 30 pounds on a regular basis.
  • You will be required to obtain a FEMA Communications Technician (COMT) Certification.

To qualify for the Telecommunications Specialist position, you must meet the following basic and minimum requirements by the closing date of this announcement:

Basic Qualifications
To qualify for the Telecommunications Specialist job series, 0391, at either of the GS-12 or -13 grade levels, you must meet the following basic requirements by the closing date of this announcement:
  • EDUCATION: Successful completion of either an undergraduate or graduate degree with a major in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must include transcripts.
  • -OR-
  • EXPERIENCE: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. You must include your resume with hours worked per week annotated.

Minimum Qualifications

GS-12
To qualify for the Telecommunications Specialist position at the GS-12 grade level, you must possess all of the following specialized experience by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1) performing field communications support (conducting research, analyzing and developing of alternatives and recommendations); 2) preparing draft standards and guidance for radio/field communications support, technology use, and operations; 3) designing, implementing, testing, and maintaining HF, VHF, UHF, and Satellite-based radio communications systems; 4) monitoring performance of supported radio/ field communications systems; 5) providing support for communications security and encryption key management; 6) operating communications security and radio/field communications devices; and 7) planning, coordinating, and providing temporary radio/field communications equipment and support during events and incidents. You must include your resume with hours worked per week annotated.
  • There is no substitution of education for experience at this grade level.
GS-13
To qualify for the Telecommunications Specialist position at the GS-13 grade level, you must possess all of the following specialized experience by close of the announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1) all of the experience required for the GS-12 grade; 2) reviewing, inspecting, and recommending systems engineering design, systems integration, and radio project implementation plans; 3) providing guidance to task team leads in conducting oversight of contractor work; 4) serving as the telecommunications expert in advising program management staff; and 5) writing technical standards and guidance to gain consensus and approval for publication. You must include your resume with hours worked per week annotated.
  • There is no substitution of education for experience at this grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands:
  • The work requires some physical exertion such as long periods of standing or walking over rough or uneven surfaces. The work requires that the incumbent work some long periods and under conditions of intense concentration. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and working against tight deadlines with limited resources. Site reviews at remote areas may require hiking or driving into remote areas with active transmission towers.

Working Conditions:
  • The work environment is that of a standard office most of the time but will include extensive travel throughout the United States. It will also include visiting telecommunications sites that may involve walking, helicopter transportation or long periods of driving over rough roads. Weather conditions at the radio sites can include rain, sleet and snow.
  • The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. Incumbent will follow all standard safety precautions for working at facilities with active transmission of radio frequencies.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
