Responsibilities

The Staff Accountant serves as a specialist in the Office of Accounting and Financial Management Services (AFMS) in support of daily accounting activities related to payroll processing; requiring the monitoring, review and interface of systems processes to meet internal and external financial reporting requirements, debt management and servicing activities on behalf of AmeriCorps. Includes reports to the Office of Management and Budget (OMB), Department of Treasury (Treasury) and AmeriCorps annual financial statements.
  • Support payroll processes for member payroll, ensuring that payroll is processed accurately and timely on a bi-weekly basis.
  • Compute and process general ledger entries to support full cycle payroll are posted to financial system, include Federal Tax adjustment and Quarterly Accruals. Validate taxes and member payments are processed and paid when due.
  • Verify Payroll System and reports reconcile to Financial System/General Ledger accounts.
  • Liaison with OIT and its designated contractors to resolve any system issues and automate processes.
  • Generate reports on employees' wages, mandatory/voluntary deductions and employer taxes and contributions. Identify and research any discrepancies in reports and resolve in a timely manner.
  • Assists with the analysis and reconciliation of unusually difficult accounts that require adjustments and corrective entries to insure proper documentation in all related accounts.
  • Develop worksheets to prove the accuracy and completeness of adjusted entries.

Qualifications

In order to meet the minimum qualifications for this position, you must meet one of the following:

A. College degree from an accredited college/university in accounting, auditing, business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting or auditing (which may include up to 6 hours of business law).
OR
B. Minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition, I have completed 24 semester hours in accounting or auditing courses, which may include up to 6 hours of business law.
OR
C. Minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition I have a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (A current, unexpired copy of your certificate or other proof of these credentials must be submitted with your application package or you will not be considered).

In addition to meeting one of the above, all applicants must have one year of specialized comparable in scope and responsibility to at least the lower range of the NY-03 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:

Handling payment and collection transactions; supporting payroll processes; developing worksheets and running reports to prepare and review accounting transactions or schedules reflecting the status of accounts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education or LL.M., if related leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

You may also qualify based on a combination of education and experience, if applicable.
