Responsibilities

The position serves as the Chief, Employee Resources Management and Planning.

Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointments, promotions, or reassignments and develops work improvement plans, recommending personnel actions as necessary.

Serves as an expert on the development and implementation of major program planning policies and requirements for substantive, mission-related programs. Manages and coordinates the functional areas of space planning, labor relations, business process improvement, emergency preparedness, human capital management (succession planning), professional development, reorganizations planning, continuity of operations plan (COOP), and emergency preparedness.

Leads or participates in developing, implementing, and evaluating LCSG's goals, priorities, and performance targets. Applies expert knowledge and guidance in resolving complex problems or issues that affect these functional areas and applies the theories, policies, concepts, principles, and practices of these areas. Applies innovative human capital approaches and best practices to the evaluation of current and proposed programs, policies, processes, and operations. Initiates, modifies, recommends, and discontinues activities as appropriate.

Identifies trends, problems, or new projects requiring service unit action. Recognizes complex human capital problems and/or issues and originates action plans to address and overcome them. Determines areas with long range planning deficiencies and provides recommendations to correct and/or improve human capital practices. Furnishes information on trends affecting the organization and acts as troubleshooter in their resolution. The incumbent takes steps to create studies and marketing which may be used in workforce re-shaping and training to ensure LCSG maintains the ability to attract and retain talented employees to meet the mission of providing world-class state-of-the-art support in providing HR expertise to customers and staff. Actively participates on advisory boards, committees, and similar venues attended by representatives from other Federal or state agencies.

Exercises a broad degree of independence and applies authoritative judgment in developing and maintaining relationships with various officials in the Library, other Federal agencies, and public and private organizations. Devises communication strategies and prepares communication plans to inform service unit stakeholders of changes in service unit programs and operations by conducting briefings on major changes or through other means.

Establishes and maintains liaison with managers at different levels in LCSG and works closely with their representatives on a variety of management issues and negotiates and/or designs and recommends solutions to their problems and concerns.

Provides advice, guidance, and leadership on broad projects and programs that have a major impact on LCSG policies and procedures including those that are initiated and implemented by Human Resources Services and other infrastructure offices within the Library. Recommends long-range program plans, goals, objectives, and milestones, which serve as the basis for substantive changes in the organization, and administration and management of programs. Ensures the implementation of policies, guidelines, and procedures for the development and evaluation of workforce planning and staffing management that meet the overall needs of LCSG. Plans and determines the approach to be taken or the methodology to be used for most work assignments.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
