Summary

The Administrative Systems Office (ASO) is a matrix organization with two divisions. The Strategic Planning Division is responsible for strategic planning, communication, budget formulation and defining the services for three portfolios: Human Resources, Financial Management, and Support Systems. The Systems Execution Division is responsible for developing, operating, and maintaining the products and services that meet customer requirements.

Responsibilities

The incumbent will report to the Chief of the ASO.

Duties of this position include, but are not limited to:
  • Supporting strategic business decisions using the established IT portfolio management process within ASO; leveraging analysis of alternatives, the total cost of ownership, and return on investment analysis to make sound business decisions;
  • Maintaining 5-year strategic roadmaps for all major ASO IT products and portfolios;
  • Refining and promoting the project initiation process within ASO;
  • Maintaining the ASO product and service catalogs; creating more robust and defined processes for creating, updating, and publishing services;
  • Developing and maintaining effective relationships with business owners, customers, and stakeholders. Building coalitions within ASO, the Department of Administrative Services (DAS), the Administrative Office (AO), and the Courts to achieve common goals. Developing networks and building alliances with business partners, collaborating across boundaries, and building strategic relationships to deliver results for our customers;
  • Promoting a standardized and consolidated approach to procuring goods and services for ASO. Leveraging the ASO budget staff, Contracting Office Representative team, and the new procurement support positions to work with the ASO portfolio managers, the Systems Execution Division, and the Procurement Management Division to create standard operating procedures for creating, reviewing, and approving statements of work, independent government cost estimates, invoices, and other contractual documents;
  • Managing the Quality and Assurance team and process; expanding the quality control and assessment program to encompass more development projects, establishing product governance across ASO, and strengthening configuration management; and
  • Managing and expanding the ASO's Continuous Process Improvement (CPI) initiative and promoting Lean Six Sigma within the ASO.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is defined as demonstrated experience in ALL areas below:
  • Prioritizing and planning for IT projects.
  • Supporting contracting activities.
