The incumbent is responsible for identifying/reviewing requirements and preparing specifications to include cost estimates for the execution of assigned work to ensure the readiness of construction/repair work, industrial equipment related to Information Technology, Communications and other facilities support services at the Carderock Division West Bethesda site and Detachment locations. The incumbent performs a full range of duties including estimating, writing scopes of work for various construction projects, developing detailed contract specifications, estimating the costs of labor, materials and equipment, participating in contract negotiations, coordinating/inspecting performance of the work and ensuring services are meeting expectations of the contract. Works closely with the lead COR, or as the COR, of assigned contracts and maintains an acceptable working relationship with all associated personnel. Assists in the assembly and development of metrics for management personnel on progress of assigned contract services. Performs field inspections and evaluates overall construction/repair and service contract work within a broad scope of complexity such as office renovations, self-contained and split system HVAC units, painting, grounds maintenance, snow removal, and other types of work. Prepares reports and communicates with technical codes and internal management relays important information gathered to COR. Other duties include: 1) General knowledge of all construction/repair and service contracts, specifications, estimates and the various levels of services and service frequencies. 2) Interfaces with Government and Contractor personnel to request service; 3) limited analysis and tracking of monthly expenditures in relation to services provided. 4) Assist in performing quarterly reviews of all contracted services with internal contract managers & COR to ensure Government specifications are adequate. 5) Develop and maintain a schedule to track all assigned contracts including performance and progress to discuss with management. Incumbent is responsible to support the lead COR with liaison services between multiple organizations including NAVFAC, ARMY CORPS OF ENGINEERS, GSA, DFAS, and NAVSUP. Daily interface with employees of previous mentioned service providers, commercial vendors, private contractors and all Departments of NSWCCD. Incumbent will assist in gathering metrics and trend reports, addressing all service contract issues, such as timeliness of work completion, customer impacts, and other data to optimize the services to the installation. He/She will investigate reasons for low productivity and customer complaints and will provide corrective action or refer to the lead COR and management as appropriate.
