MITRE's CMS Alliance to Modernize Healthcare FFRDC (Health FFRDC) is seeking a Managing Director for the Public Health Division to lead growth and delivery supporting the public health mission of our sponsors. The Health FFRDC conducts research and development, studies and analyses, and systems engineering activities to reinvent health systems, enhance the care experience, and protect and promote the health and well-being of all Americans. Sponsored by the Department of Health and Human Services (HHS) and operated by MITRE, the Health FFRDC serves as an objective adviser to all HHS organizations and other federal agencies with health and human services missions. The Public Health Division Managing Director will advance the strategic priorities and programs of the Health and Human Services public health related organizations. The Public Health Managing Director will report to the Health FFRDC Director/MITRE Vice President and is part of the Health FFRDC Senior Leadership Team, integral to the success and impact of the organization. The Public Health Managing Director is accountable for sponsor engagement in CDC, HRSA, ACF, and The Assistant Secretary for Health and for work shaping as well as work delivery in the public health area. The Director will be responsible for identifying, securing and building strategic partnerships to develop and deliver on programs that align with the MITRE Public Sector strategy, and provide "whole of government" solutions. The Managing Director will work to connect diverse stakeholders within and outside the federal government to advance MITRE's growth, visibility, and leadership. The Public Health Managing Director is responsible for all aspects of operating this important Division at MITRE: Thought Leadership and Strategic Relationship Management Serving as a partner to the sponsors through thought leadership in critical mission areas. Leading executive-level engagements with HHS sponsors, constituents, and stakeholders to build trusted relationships across the mission area. Building and maintaining enduring relationships with our sponsors. Strategic Planning Identifying and anticipating major sponsor and policy trends, opportunities, and issues; continually shaping the plan and strategy accordingly to achieve mission impact, critical outcomes, and enable good growth through our work program. Shaping work to deliver mission impact and achieve sponsor mission and outcomes. Integration Collaborating and partnering with senior MITRE leadership in other divisions and innovation centers to plan and align growth strategies and execute the work program with excellence and impact. Building relationships, networks, and potentially new organizational constructs across MITRE that drive cross-sponsor approaches that increase the value of the FFRDC Platform. Developing and deploying cross-agency solutions that support the transformation of health & healthcare across MITRE's public-sector programs. Quality delivery Leading, planning, and executing the work program to ensure mission impact and high levels of customer satisfaction and technical quality, while bringing forward consistency, innovation, and best practices. Overseeing division quality program ensuring technical and strategic quality review of division project plans, capabilities, and deliverables. Staff development and workforce shaping Shaping, leading, and managing a high-caliber diverse and inclusive team to deliver high-value, high-impact work, including ensuring that staffing levels are maintained for critical skills and that the right people are placed in the right jobs. Qualifications The Public Health Managing Director needs to possess a strong leadership presence, demonstrated presence as a national thought leader, relationships within public health, and the ability to manage a large division with multiple sponsor and customer organizations. Required Qualifications: Knowledge and familiarity with the US governmental public health system including CDC, The Assistant Secretary for Health, HRSA; state, territorial, tribal, and local public health organizations; and non-governmental organizations, programs, and strategic priorities. Broad understanding of the health and healthcare domain including public health, population health, health equity, health financing, and public health preparedness and response. Experience meeting cost, schedule, performance, and quality for all sponsor work Experience executing large complex endeavors from strategic, operational, and financial perspectives. Successful engagement, relationship building, and collaboration record in a shared leadership model. Proven leadership skills managing and motivating highly skilled employees and delivering impactful results. Significant exposure to and experience solving customer issues. Demonstrated thought leadership in mission-oriented challenges of our sponsors. Excellent communication skills with all levels of sponsors, internal staff, and stakeholders Strong understanding of how the federal government works, including policies and practices related to health and healthcare including the executive and legislative branches. Strong understanding of the governmental public health systems including authorities and interdependence. Understanding of public health science, professions, and workforce. Demonstrated ability to work across organizations and integrate efforts to achieve more impactful outcomes. Preferred Qualifications: Preferred: Graduate degree (Masters, PhD or MD) from competitive academic program in a relevant field (eg, public health, healthcare delivery science, life sciences, health administration, information technology, etc.) Minimum: BS and 15 years of related experience with a preference for governmental public health experience. Ten years' experience leading in or with a health-related federal, state, or large local agency.
