The Manager, Transit Asset Business Systems monitors and manages the Washington Metropolitan Area Transit Authority's (WMATA) Transit Asset Management Business Systems, to include the development of Metro's transit asset management information plan and technology strategy. The incumbent coordinates all enterprise-level transit asset management information activities and ensures all asset-level information supports the overall transit asset management strategy. The incumbent identifies, reviews, approvals, and implements all transit asset management system changes, enhancements, and upgrades. The incumbent also monitors and oversees the appropriate use of asset management systems and enforces adherence to published system standards, processes, and guidelines.

Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's Degree in Computer Science, Engineering, Business Administration or related field. Minimum seven (7) years of experience in transit asset management including experience as a decision making member of a transit asset or project management team.

Or, an equivalent combination of post-high school education and a minimum of eleven ( 11) years of experience transit asset management including experience as a decision making member of a transit asset or project management team.

Medical Group:

Ability to satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

Job Summary/Duties:

This position is responsible for monitoring and managing Wa shington Metropolitan Area Transit Authority's (WMA TA) Transit Asset Management Business Systems to include, the development of Metro's transit asset management information plan and technology strategy. Incumbent coordinates all enterprise-level transit asset management information activities and ensures all asset-level information supports the overall transit asset management strategy. Incumbent is responsible for the identification, review, approval and implementation of all transit asset management system changes, enhancements and upgrades. Incumbent also monitors and oversees the appropriate use of asset management systems and enforces adherence to published system standards, processes, and guidelines.

Assists in developing strategies, plans and requirements for transit asset information management across the business using Metro's enterprise technology systems.

Identifies, reviews and approves changes, improvements, enhancements and upgrades to transit asset management systems and oversee the implementation of changes.

Serves as a business analyst for the enterprise transit asset management system assisting users with problem solving, requirements definition, and other needs.

Serves as a liaison for communicating business user system requirements and needs to the information technology department.

Provides recommendations for improving data governance and system integration. Manages transit asset management projects.

Develops and monitors usage policies and procedures for the activities supported transit asset management systems.

Oversees activities to ensure comprehensive and consistent transit asset inventories, nameplate and other data across all WMATA asset groups.

Ensures regular transit asset condition assessments are performed across each of WMATA 's transit asset groups in accordance with FTA/TERM guidelines.

Ensures technology capabilities exist for on-going tracking of transit asset life-cycle costs through the life of an asset.

Works with IT to ensure the necessary and sufficient technical infrastructure to deliver transit asset information systems.

Coordinates and leads departmental subject matter expert meetings and liaisons between transit asset groups.

Interacts regularly with end users providing continuous improvements to end user processes and system design.

Provides business process re-engineering analysis and change recommendations .

Ensures appropriate change management methods are implemented and communicated.

Provides training to the agency's transit asset management system o wners and users as needed.

Provides recommendations for improving data governance and system integration.

Collaborates with end users to resolve any transit asset management system related issues.

Collaborates with transit asset owners and stakeholders in developing requirements for key management reports.

Defines and coordinates the development of appropriate transit asset data to support transit asset management business process reporting.

Communicates to asset owners and system users.

Assists in developing and enforcing standards for consistent and effective use of asset owners and system users.

Coordinates and provides transit asset management system training to asset owners and system users.
