Summary

This position is located in the Department of Labor, Mine Safety and Health Administration, Directorate of Administration and Management (A&M), Office of Employee, Safety and Health (OESH), located in Arlington, Virginia. The primary purpose of the position is the management of MSHA's occupational safety and health program, including on and off the job safety and health and employee wellness.

Responsibilities

MAJOR DUTIES INCLUDE THE FOLLOWING:
  • Plans, develops, implements, directs and evaluates a comprehensive safety and health program to provide a systematic approach for the elimination and/or control of safety and health risks associated with employee work exposures, and employee health and well-being.
  • Provides technical and authoritative expertise in the development and implementation of policies, procedures and directives of all occupational safety and health management program elements.
  • Serves as the primary advisor on all matters of occupational safety, occupational illness and other employee health matters. Provides leadership and guidance to all levels of MSHA on matters of employee safety and health, including senior executives, senior managers, supervisors and employees.
  • Provides regular, periodic and special reports to the Department encompassing all areas of MSHA's safety and health programs and activities.
  • Represents MSHA in numerous meetings, presentations and briefings, boards, committees and councils concerned with safety and health management (e.g., the National Safety Council); and response to requests for information and advice from industry, labor, academia, members of Congress and the general public.
  • Works closely with program safety and occupational health professionals to ensure that MSHA internal standards are consistent with best management practices.
  • Administers the Occupational Safety, Health and Workers' Compensation (OWCP) program, resolving problems of an in-depth, specialized nature, which may affect the program accomplishment of MSHA's strategic objectives. Develops practices and procedures for the prevention of injuries and long-term illnesses; and making accommodations for employees with injuries and/or illnesses.
  • Supervises a subordinate staff and exercises the responsibilities of such; by setting and adjusting short-term priorities; preparing schedules of completion of work; assigning work; evaluating work performance of subordinates; providing advice, counsel or instruction on both work and administrative matters; interviewing candidates for positions; recommending appointment, promotion or reassignment to positions; identifying developmental and training needs of employees; and, developing performance standards.
  • Performs other duties as assigned.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

To qualify at the GS-15 grade level, applicants must have 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal Service.

This position has an Individual Occupational Requirement (IOR) which is specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

In addition to meeting the IOR listed above, to qualify for this position applicants must also possess specialized experience as described below:

Led a safety and health program in the development of a strategic plan that resulted in the reduction of accidents, injuries, and/or illnesses;

Developed and implemented safety requirements, procedures, and policies that impact organization-wide workplace safety; and

Provided direct oversight of the administration of an organization's workers compensation program, which includes experience with return to work programs.
