Responsibilities

The Program Analyst serves as the Contracting Officer Representative (COR), coordinating directly with the Department of Justice's Justice Management Division, for contracts involving the Legal Orientation Program, Legal Orientation Program for Custodians of Unaccompanied Children, the Immigration Court Helpdesk, and the National Qualified Representative Program.

Duties include but are not limited to the following:
  • Serving as primary COR and technical expert overseeing the complex service contract portfolio and is the conduit between the organization, the servicing Contracting Office, and supporting vendor(s).
  • Providing subject matter expertise, support, and completing all COR related activities for assigned contracts.
  • Assessing contract compliance and coordinating negotiations.
  • Maintaining continuous contacts with Contracting Officers and Government program staff to understand requirements and coordinate work efforts related to the contracts.
  • Evaluating and verifying that contractor performance conforms to Acceptable Quality Levels as set forth in the Performance Requirements Summary.
  • Planning inspections and responding to problems as they arise, often on short suspense.
  • Identifying violations and potential problem areas, develops or coordinates solutions, recommends changes to increase the efficiency, and documents findings and associated actions for the contract file.
  • Providing authoritative acquisition and contracting advice to leadership and functional subject area experts on the planning, execution, administration, and oversight of contractual matters.
  • Serving as a consultant and advisor to leadership.
  • Interacting with the Program/Project Managers to develop/adjust staffing plans, analyze future workload trends, and develop resource projections for contract execution.

Qualifications

In order to qualify for the Program Analyst (Legal Access) position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information).

FOR THE GS-14 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:
  • Assisting in administering and managing contracts for services and supplies;
  • Participating in reviews, investigations, analysis, and/or evaluations of contractor performance to ensure contractual compliance;
  • Advising management and/or Contracting Officers on contract performance trends and recommending changes; and
  • Providing acquisition and contracting advice to leadership and functional subject area experts on the planning, execution, administration, and oversight of contractual matters.

Your SF-50 must reflect current employment with Department of Justice (DOJ) and career/career-conditional tenure (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).
