Summary

The incumbent will be responsible for leading The IAF's efforts to identify, develop, implement and manage partnerships with private companies, foundations, academia, and other institutions to bring greater technical and financial resources to bear to achieve IAF's grassroots development goals.

Duties at the GS-13 grade level will be performed under more supervision.

Responsibilities

  • Developing and leading the implementation of The IAF's multi-year public/private partnerships (P3) strategy.
  • Serving as an expert and senior advisor to IAF leadership and staff regarding public and private sector engagement, and the development and implementation of P3.
  • Identifying and tracking emerging trends in sustainability, shared value, impact investment, and partnerships for development.
  • Developing and growing the IAF's portfolio of foundation and corporate relationships to mobilize additional technical, technological, and financial resources to advance and scale IAF?s grassroots development impact.
  • Collaborating with senior IAF staff to develop P3 strategies that best represent and facilitate the interests of the agency.
  • Producing outward-facing partnerships-related communication materials and in both English and Spanish for a variety of audiences.
  • Utilizing client relationship software and performance metrics to record, monitor, assess, manage, and report on P3 contacts, projects and opportunities and overall trends, progress and results.
  • Representing the IAF at events with partners, funders, investors, policy makers, and other key stakeholders, including US government inter-agency briefings.

Qualifications

Only experience obtained by the closing date of this announcement will be considered.

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: Ability to communicate effectively, both orally and in writing, in English and Spanish. This must be demonstrated in your resume.

A written test is not required, however, if selected for an interview, portions of the interview will be conducted in Spanish, including a writing exercise to assess your language proficiency.

For the GS-13 level:
Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: identifies, develops implementation, maintains and evaluates Public Private Partnerships (P3) opportunities by applying a wide range of qualitative and quantitative methods; AND coordinates a variety of P3 models, best practices, and applies key sustainability and output metrics used to assess social, economic development and environmental impacts; AND applies methods and techniques used to mobilize resources of P3 initiatives; coordinates outreach to new partners; AND experience with grant development or grants management, fundraising, procurement and administration fields; AND demonstrated experience drafting final verbal and written communications in a multi-cultural context; uses client relationship software.

For the GS-14 level:
Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: identifies, designs, and develops Public Private Partnerships (P3) opportunities and/ donor-funded programs by applying a wide range of qualitative and quantitative methods; applies mobilization and management of P3 resources (e.g. corporate, philanthropic, public); AND manages outreach to new partners; AND implements/manages a variety of P3 models; AND applies key sustainability and output metrics to assess social/economic development and environmental impacts; AND direct experience with grants-making/fundraising/procurement and contract administration processes; AND responsibility for final verbal and written communications and presentations in a multi-cultural context AND uses client relationship software for project management.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
