Responsibilities

  • Serves as the Chief managing a staff of seven (7) employees within the Manpower and Management Analysis Branch.
  • Performs a full range of supervisory duties and responsibilities which includes analyzing and evaluating branch operations.
  • Develops and recommends changes in internal procedures and policies to meet increasing workload demands and diminishing resources.
  • Reviews, approves and/or recommends approval to higher authority resolution to problems which may impact command-wide policy.
  • Balances workload among subordinate positions considering priorities, and make changes necessary to maximize effectiveness of operations.
  • Oversees three team member who perform payroll Customer Service Representative (CSR) duties working directly with Civilian Personnel Advisory Center (CPAC) representatives, Payroll Manager and Defense Finance and Accounting Service (DFAS).
  • Serves as technical authority for the Government Travel Charge Card (GTCC) for servicing activities.


Travel Required

Occasional travel - Temporary Duty (TDY) or business travel may be required less than 10% of the time to consult and advise of manpower requirements and defend, justify and persuade to approve recommended manpower levels and policies.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: applying manpower, planning, programming and management functions for civil works, military and reimbursable manpower programs; conducting studies to develop statistical data for manpower requirements and analyzing, evaluating operations, developing and recommending changes to internal procedures and policies to meet increasing workload demands, priorities, objectives, manpower, allocation and utilization requirements; reviewing and recommending approval to higher authority to resolve problems related to policy and approving Table of Distributions Allowances (TDA'S); serving as technical authority on various programs such as Government Travel Charge Card (GTCC) and payroll management; and performing supervisory responsibilities/duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
