Summary

Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Responsibilities

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Is responsible for the Enterprise Program Management Service (EPMS) PMLC process, EPMS's In-Take Process and EPMS's Resource In- Take Process. They are responsible for maintaining, implementing, improving, and measuring the Enterprise Program Management Service (EPMS) PMLC process. It is expected that every project within EPMS follows the standard EPMS PMLC.

Assists project managers in applying the PMLC to their unique project circumstances. Assists with development or quality reviews of documents such as the Project Charter, Project Management Plan, and Transition Plan. Provides the EPMS Division Managers a quality review of all needed documentation and associated project coordination efforts required for the Gate Reviews that enable projects to advance through EPMS PMLC stages of Initiation, Planning, Execution, Production Readiness, and Closing.

Maintains the PMLC process and updating it and improving it in coordination with EPMS Management. Establishes metrics that capture the pulse of the process and provides EPMS Managers information that assist them with decision making and project accomplishment. The EPMS Single-Front Door (SFD) process is the overall AIT "in-take" process through which all requests for support and resources are reviewed, evaluated, and assigned. As the EPMS SFD lead the incumbent participates on a cross-organizational board that reviews every
customer support request requiring Office of Information Technology (AIT) resources (e.g, people, equipment, tools, etc). Evaluates any request for an EPMS resource and ensures that the request does not conflict, infringe, or overlap with already assigned EPMS projects and support efforts. Where appropriate, reaches out to EPMS Managers or Project Managers to verify or expound upon project requirements and expectations. Reaches out to other AIT Service Area SFD Leads to coordinate with them on federated or collaborative work elements.

Coordinates with the EPMS Service Resource Coordinator (SRC) who is engaged in the tail end of the overall AIT SFD in-take process after approval through the AIT SFD process (mentioned above). After review of the resource requests by the SRC, tracks the assignment of the resource ensuring the assignment is accomplished within the 7 business days and completes the assignment process by linking the assigned EPMS individual(s) to the customer or associated team. Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues.

Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities
for internal and external distribution. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience as an analyst leading, developing and/or supporting IT projects and/ or IT processes and procedures.
