The supervisor is Jeffrey Sheldon.

The position is bargaining unit.

Responsibilities

As a Sr. IT Specialist (SYSANALYSIS) you will be responsible for the following:

Performing and coordinating a wide range of system development life cycle and IT project management functions in support of developing and implementing major financial systems.

Performing needs analyses to define opportunities for new or improved business process solutions. Consulting with NRC customers of financial management IT systems to identify and specify requirements.

Providing advice and assistance in the interpretation of, and ensuring compliance with, all applicable Federal Financial Management regulations and governmental IT systems requirements.

Supporting and overseeing financial management systems implementation. Working independently with project managers within the branch to support implementation activities.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal Service or equivalent experience in the private or public sector.

Specialized experience is defined as experience that demonstrates an understanding of Federal financial management regulations and the impact on business procedures and IT financial systems; and the ability to apply analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations

The ideal candidate will be able to demonstrate the following:
  • Expert knowledge of and experience in applying IT principles and practices to perform technical audits, complex needs analyses, develop systems requirements, conduct feasibility studies, and plan system implementation.
  • Expert knowledge of and experience in IT financial system operations, IT project management, problem solving and workload prioritization.
  • Knowledge in the application of communicating information, ideas and advice in a clear, concise and logical manner, both orally and in writing.
  • Knowledge of a formal, modern software development life cycle methodology and IT system investment management.
  • Knowledge in the application of establishing and maintaining effective work relationships with all levels of personnel.

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

    The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
