Summary

This is a position in Financial Management Division (FM) of the International Development Finance Corporation (DFC). The incumbent provides professional accounting and budget support, ensures that transactions in DFC's financial system are properly valued and recorded, and prepares required accounting and budget reports for submission to internal audience (e.g. CFO, management, IG, internal auditors & other departments) & external audience (e.g. the US Treasury, OMB, & the Congress).

Responsibilities

As a Staff Accountant (Reporting), you will:
  • Review and monitor financial accounting information in accordance and compliance with the requirements of Generally Accepted Accounting Principles (GAAP), federal accounting standards, credit reform requirements, US Treasury and OMB regulations.
  • Analyze, reconcile, prepare, upload, clear errors, and certify GTAS trial balances into the Treasury website.
  • Analyze and provide responses to auditors' "notices of findings and recommendations" (NFR), work with FM colleagues to establish "corrective action plans" (CAP) measures to remedy NFR, monitor those measures until CAP are completely resolved, and report accomplishments regarding CAP.
  • Provide accounting expertise and support during annual financial statement audit and periodic internal control reviews.
  • Prepare annual subsidy re-estimates, associated non-expenditure transfer requests and requests for appropriation warrants, and interest due to and due from Treasury calculations as required under the Credit Reform Act of 1990.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-13 level, if you fulfill the following qualification requirements:

BASIC REQUIREMENT
Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

or

Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g.., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
  • (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g.., valuation engineering or financial institution examining;
  • (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
  • (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following:
  • Experience analyzing trial balances, extracting and reviewing relevant accounting and non-financial data from financial programs, determining accuracy of data, and summarizing information for use in reporting and by others within office, through written and/or oral communication.
  • Experience compiling complex data analysis, review and evaluation financial statements and general ledger data, perform comparative fluctuation analysis, and various reconciliations of underlying information, through verification and validations.
  • Experience providing technical and accounting expertise to assist teams in achieving the organizational goals, in assessment, design, and implementation of procedures, internal control processes, operating systems, etc.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
