Responsibilities

If selected for the position, you will perform the following duties:

- Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

- Give advice, counsel, or instruction to employees and contractors on both work and administrative matters and to develop skills and knowledge acquisition of GMP staff.

- Serve as a principal advisor to the GMP Program Director, the DEA Division Director, and other key staff throughout NIAID on all aspects of grants management.

- Manage and coordinate disposition of special legal and quasi-legal issues such as terminations, suspensions, withholding of support, patents, grantee misconduct allegations, and withdrawal of NIAID approval of principal investigators, including proposed debarments.

- Develop and justify estimates for staff resources requirements including personnel, funding, equipment, and office space; assist in the development of Program's annual budget plans and budget justifications.

- Evaluate the overall effectiveness and quality of NIAID grants management with the DEA Division Director and the GMP Program Director by planning, designing, and executing ongoing internal audits; and based on findings, initiate corrective actions that may require changes or modifications to policies or procedures, retraining, etc.

- Exercise signatory authority for notifications of grant award issued within the branch and training grant portfolios while maintaining responsibility for all business management aspects of the grants process.

- Provide expertise on resources, regulatory consideration, and technical information or recommendations that may impact the initiation, management, curtailment, and termination of programs.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serve as a fiscal manager and administrative advisor to develop grants programs, evaluate grants management objectives, policies, and procedures; develop grants policies, guidelines, procedures and internal controls; lead grants committees and workgroups; provide leadership responsibilities and assist in prioritizing work of staff.
