Responsibilities

This position serves as the Dean, Defense Systems Management College (DSMC) in DAU, leading a workforce that delivers knowledge and skill at the point of need, and providing strategic consulting and coaching expertise to executive levels and customer organizations across the Department of Defense. The Dean is responsible for creation and sustainment of an enriched environment across four learning centers, delivering learning and consulting services through materials, classes, tailored workshops or one-on-one engagements:
  • The Executive Center - Supports continuous learning by senior acquisition leaders and their teams. Provides high-end consulting support to PEOs and SYSCOMs to help them manage MDAPs and complex services acquisitions.
  • The Requirements Center - Provides congressionally-mandated training for workforce members and executives who manage DoD warfighting capability needs.
  • The International Acquisition Center - Provides training in the areas of international acquisition and exportability across all phases of the capability life cycle.
  • The Leadership Center - Offers a portfolio of learning assets to enhance the development of acquisition leaders at varied career levels. This center also manages the DAU Executive Coaching Program.
    • Incumbent must demonstrate expert acquisition knowledge, leading the DSMC workforce as the college provides executive-level consulting to senior executives, flag officers, general officers and other senior leaders in charge of major federal acquisition programs.
    • Leads and manages programs for strategic consulting, executive coaching, process improvement, innovative practices and management of acquisition program offices.
    • Conducts Program Management Reviews across the DSMC portfolio of learning assets and engagement ensuring across the spectrum of learning, development, and engagement the customer needs are through frictionless learning, world class content, and connected network environment.
    • Partners with the DAU Executive Leadership team to plan and implement goals and initiatives in the Strategic Plan, Annual Performance Plan, and DAU products and services to meet the continuing and emerging needs of the defense acquisition workforce in accordance with DoD policies and strategic goals.
    • Maintains digital fluency, currency and actively use university technology, digital and social media platforms for curation, creation and delivery of learning to customers and students.

    Qualifications

    Pay Band E Minimum Prerequisites
  • At least 1 year of specialized experience at or equivalent to the GS-14 level in the federal service.
  • You must have achieved DAWIA Level III certification in an acquisition workforce discipline or have the ability to obtain this certification within 24 months of appointment.
  • Experience Required: A minimum of eight (8) years of experience in the appropriate acquisition functional area.
  • Experience Highly Desired: Ten (10) or more years of experience in the appropriate acquisition functional area is highly desired, preferably significant program management experience as a senior leader with major acquisition programs, holding positions such as a Program Executive Officer (PEO) or Industry equivalent, Program Manager or Deputy Program Manager of a Major Defense Acquisition Program (MDAP). Experience may be in government, defense industry, or commercial sector positions.
  • The President of DAU has the authority to waive one or more of these criteria.


  • Education

    Requirements for Band E include a minimum of a Bachelor level degree from an accredited institution, in an appropriate discipline unless waived by the university President. A Master's Degree is highly desired.

    • Initial Probationary Period: You will be required to serve an initial probationary period of 1 year if one has not already been completed.
