Responsibilities

The incumbent serves as the Principal Deputy Associate Administrator for Safety, Infrastructure, and Operations in the performance of the following managerial duties and responsibilities:
  • Provides strategic direction and oversight of the safety, infrastructure, packaging, nuclear materials management, and sustainability programs. Including planning, programming, budgeting, and execution of these programs for the National Security Enterprise.
  • Ensures a safe and sustainable capability to execute mission objectives now and in the future by balancing near-term and longer-term requirements related to safe and effective operations and infrastructure.
  • Leads key aspects of enterprise acquisition strategy development regarding safety, infrastructure, and environmental services.
  • Provides strategic direction to assure the safe storage, packaging, and transportation of radioactive and hazardous materials.
  • Provides executive leadership and direction to ensure long-term stewardship activities are performed to protect human health and the environment and maintain compliance with State and Federal laws and regulations.
  • Provides strategic and tactical planning, implementation, and development of NNSA sustainability and energy activities.
  • Provides strategic leadership for nuclear materials management; developing integrated plans for consolidation and disposition of excess nuclear materials; and providing life-cycle management of accountable nuclear materials.
  • Promotes and improves the performance culture in NA-50 to ensure that the organization's values and behaviors modeled by its leaders and internalized by its members. Ensures staff development and the continuous improvement efforts to make NA-50 operations efficient, effective, data- and risk-driven, and repeatable, predictable, and transparent.
  • Directs, oversees, and evaluates overall work accomplishment of staff. Reviews projects, reports, group, and individual performance for consistency with policies, regulations, technical adequacy, timeliness, and effective utilization of resources.

  • A DOE "Q" level clearance is required.
  • Requires a financial disclosure statement (OGE-278).

  • The incumbent is subject to SES mobility.


Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources.

Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Failure by non-Senior Executive Service member to submit a narrative statement addressing each of the ECQs and MTQs will result in loss of consideration.

Mandatory Technical Qualifications (MTQs): Please limit your written statements to two pages per MTQ.

1. Describe your experience in providing executive leadership and decision-making regarding safety, and/or infrastructure and/or operations (including environmental protection, resilience, and sustainability), relative to a highly complex, geographically dispersed technical organization.

2. Describe your experience developing/evaluating/executing strategies, programs, initiatives, policies, and directives required to achieve mission goals/objectives for safety, infrastructure sustainment, and/or operations. Provide examples of strategies, programs, initiatives, policies, and directives involved, actions taken, and the resulting outcomes.

3. Describe your experience leading and developing a diverse group of professionals.

4. Describe your experience directing the day-to-day operations of a complex organization, managing highly technical personnel to achieve high-level goals and objectives.

Candidates will be rated and ranked by a Merit Staffing Panel using only the information submitted within their application package. Applicants who do not demonstrate sufficient possession of the Executive Core Qualifications (ECQs) AND demonstrated specialized experience, training, and/or education in support of the Mandatory Technical Qualifications (MTQs) by answering ALL the questions for this vacancy announcement, will be determined ineligible for further consideration. Based on the Panel's evaluation, applicants who were determined best qualified will be referred to the hiring manager for further consideration. Once a candidate has been identified for selection, the Executive Resources Board will make final approval, and in competitive cases, the Office of Personnel Management (OPM), Qualifications Review Board (QRB), will certify qualifications.
