The Program Management Organization (PMO) implements and executes the technologies and services that connect ground systems and aircraft in the National Airspace System.

Responsibilities

The Vice President, Program Management Organization (PMO) provides vision, leadership and execution of National Airspace System (NAS) programs from concept to operation while providing technical support for air traffic control automation and decision support systems. The Vice President implements the majority of the Federal Aviation Administration's Next Generation Air Transportation System (NextGen) initiatives and ensures visibility, alignment, and integration of innovative, complex interdependent initiatives and technologies by managing a portfolio of 150 Facilities and Equipment (F&E) and Operations programs. The Vice President provides program and acquisition management for the FAA infrastructure programs through a multi-layered team of approximately 1,044 employees.

Specific responsibilities include:
  • Provides leadership and direction to a large multi-layered organization, other VPs, and the Chief Operating Officer (COO) and Deputy Chief Operating Officer (DCOO) concerning interfaces and requirements for testing and implementation of new services and systems.
  • Coordinates efforts to ensure the safe and efficient utilization of the NAS, and develops Air Traffic Organization's policies, technical standards and procedures that support the implementation of new technologies in the NAS.
  • Provides program and acquisition management for the Federal Aviation Administration infrastructure programs that transform, modernize, and sustain the NAS, including air traffic operation, mission support systems, and business support systems.
  • Oversees the development of effective, timely, and innovative solutions of evolving business needs through integrated resource management, acquisition support, program health management, and planning, analysis, and integration of PMO programs into the NAS.
  • Implements and executes systems that support aircraft separation services with accurate, capable automation and services that support decision making for traffic flow managers. Responsible for maintaining systems that support today's tactical air traffic operations, and for executing new decision support tools.
  • Manages the implementation and execution of systems and services that tie ground systems and aircraft together through communications, navigation, weather, and aeronautical information and flight services. Plays a fundamental role in supporting he transformation to the infocentric NAS envisioned for 2035 and beyond.
  • Oversees systems and services that provide new surveillance technologies and surveillance data that is critical to separate air traffic and provides situational awareness for airspace users.
  • Manages a Facilities and Equipment (F&E) budget of approximately $3.9B to support the acquisition and implementation of modernization technologies. Oversees and manages an annual Operations budget of approximately $917M to support business solutions and infrastructure programs.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

LEADERSHIP REQUIREMENT: Do you have experience in achieving operational results? If so, provide examples of ways you have exercised leadership to deliver significant results. Explain how you established goals, assessed outcomes, and improved products and services. Indicate how you identified and met customers' requirements and addressed the needs of stakeholders. Include examples of complex problems you solved or difficult obstacles that you overcame as a leader. Your description should include (1) the size and complexity of organizations you have led, (2) the scope of programs you have managed, and (3) the impact of your results on customers and other stakeholders.

LEADERSHIP REQUIREMENT: Do you have experience leading people? If yes, describe the size of the organization and number and types of positions you have managed. Discuss ways that you have established and maintained positive work environments and prevented or eliminated discrimination or harassment. Describe ways that you have mentored and developed employees and built individual and team performance. Discuss how you have established and led teams to deliver products and services. Include in your description experience in leading others in a matrix environment across organizations.

LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.

LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long range vision, developed strategies, and applied innovative ideas and techniques.

TECHNICAL REQUIREMENT: Demonstrated senior level experience overseeing a multi-layered organization that designs, develops, implements, and sustains a portfolio of integrated aviation systems for senior level stakeholders.

TECHNICAL REQUIREMENT: Demonstrated leadership experience overseeing a large multi-layered organization responsible for the transformation of legacy aviation systems to a flexible network of information and aviation services.
