The primary purpose of this position is to provide support to Branch Chief, Division Chief and Technical Director; to serve as a member of a team, performs routine, continuing cost analysis duty assignments; to include extracting and organizing raw cost data.

Responsibilities

DUTY 1
Performs Career Broadening assignments, executes Component Cost Analysis (CCA) Program Taskings. As a member of a team, performs in-depth cost analysis assignments and cost estimating tasks associated with the preparation of system cost estimates. The specific duties include extracting and organizing raw cost data under general direction from the team leader, conducting mathematical analysis of program information, and assisting other analysts in the collection, development and implementation of cost related information. Learns the basic purpose and operation of commercial and Air Force models used by the Agency. Aids in the development and maintenance of cost estimating models and learns their basic uses to the analysis process. Uses, with some assistance, standard computer software and computerized estimating and analysis computations, extracting and manipulating data used for cost estimating and analysis tasks. Participates in interpretation of results to highlight trends, accomplishments, deficiencies and other desired indicators. Keeps the team leader and/or supervisor apprised of potential problems and significant conditions that may affect the completion and/or schedule of any assigned projects, analyses, etc. Participates in preparations of documentation. Assists in drafting basic narrative content, organizing integration of text and charts of figures, maintains computerized record of documentation, and observes publications of a complete documentation set in support of an estimate or analysis.

DUTY 2
As a Career Broadener, provides support to Branch Chief, Division Chief and Technical Director in development of cost databases, parametric relationships, cost estimating software and documentation, and research reports. Plans and conducts research of considerable scope and complexity of historical cost data for the development of analytical methods and techniques necessary for accurate cost estimates for future weapon and automated information systems and programs. Identifies and determines analytical concepts, methods, and techniques, e.g., regression analysis, sensitivity analysis, linear programming, etc., appropriate to systems costing. Analyzes, validates and tests research findings for inclusion in high priority studies and proposals which are often presented to the Defense Acquisition Board (DAB), Air Force Integrated Product Team (AFIPT) or other formal reviews. Analyzes problems related to the development of costing models, data sources, and techniques. Conducts continuous study to improve cost estimating and analysis capabilities relating to Air Force cost analysis programs. Develops working models using spreadsheets, programming languages, and/or databases.

DUTY 3
Reviews Analytical Cost Studies. Analyzes and evaluates products of subordinate level Air Force research and cost analysis organizations. Verifies assumptions and estimating relationships for consistency with Headquarters data, and the adequacy of treatment of data in reaching conclusions on costs. Recommends new cost techniques and methodology for adoption or inclusion in future weapon and support systems. Determines and verifies sufficiency of cost estimates based on analogous programs and provides results of analysis to the team, branch, and/or division chief.

DUTY 4
Performs Career Broadener special assignments or projects for the Air Force Secretariat, Air Staff, and the Air Force Cost Analysis Agency. Conducts cost analysis studies to evaluate and determine total resource requirements for advanced weapon and automated information systems. Conducts special analyses for cost/effectiveness studies and cost sensitivity and trade-off analyses. Serves as USAF representative with OSD, major commands, or other Air Staff agencies on boards, committees, and study groups established to study and recommend solutions to major Air Force cost analysis problems.

Travel Required

Occasional travel - Temporary duty assignments (TDYs) are required. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • Employee must be able to obtain and maintain a Secret security clearance.

  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Temporary duty assignments (TDYs) are required. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Overtime is required.
  • This is a Financial Management Level 2 Certified position IAQ the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Employee shall comply with the requirements of this program.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Expert knowledge of a wide range of methods and techniques used in cost and economic analysis and possession of analytical abilities; quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions; especially for weapon systems.
