Leads the Community Outreach and Engagement Unit. Position will focus on critical and strategic objectives designed to assess, evaluate and improve capacity of existing HD programs to adequately reach and engage intended populations and targeted benefactors, with an emphasis on integration of additional merit staff and new perspectives emerging from COVID response. Under the supervision of the Division Director of Community Health Development, in coordination with the Department Director, Deputy Director for Innovation and Planning and other department leaders, is responsible for strategic efforts and redesign initiatives focused on the transformation of community outreach and engagement for the Health Department. Develops strategic frameworks and approaches. Oversees program design and evaluation, in consultation with multidisciplinary stakeholders, across internal and external programs. Works collaboratively with Community Outreach Supervisors (MA III) on the development, implementation, and evaluation of capacity-building activities, including relationship management, partnership engagement, emergency preparedness and response, coordinated volunteer management, public health promotion, communications, and training design and delivery. Ensures an equity lens and an approach to social determinants is integrated into work of the program and within community outreach and engagement work across the Department, consistent with Board of Supervisor’s One Fairfax Initiative.

Note: The assigned functional areas of the position are partner/community engagement and strategic management.


Illustrative Duties

Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
Manages a group of professionals engaged in diverse administrative and management support activities;
Establishes and implements program policies, develop and manages the budget for designated programs;
Ensures County programs reach the intended populations and targeted benefactors;
Directs research and evaluation of trends in applicable areas of responsibility;
Develops long- and short-term goals, objectives and solutions for division;
Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;
Provides consultation on strategic planning, organizational development and redesign projects;
Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.

Required Knowledge Skills and Abilities

Extensive knowledge of the mission, goals, objectives, funding sources, organizational structure, workload, and staffing of the organizational unit or program to which incumbent is assigned;
Extensive knowledge of the principles, practices, and techniques relating to the functional area of business operation;
Extensive knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes;
Knowledge of the legislative and executive decision making processes;
Knowledge of the project management life cycle and its supporting phases;
Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;
Ability to identify and determine appropriate methods for gathering data;
Ability to make oral presentations to department management, other departments, or the public;
Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:
Driver's license.
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)

PREFERRED QUALIFICATIONS:
  • Leadership experience in community and partnership development.
  • Experience working in a local government or public health environment including work with senior management.
  • Demonstrated proficiency as a persuasive communicator.
  • Excellent interpersonal, communication, and decision-making skills.
  • Demonstrated record of establishing and maintaining effective working relationships.
  • Ability to apply principles of leadership, creative problem solving, collaboration, and team building. Experience designing, implementing and evaluating community based health outreach programs for diverse populations and sectors.
  • Two or more years of experience in direct supervision of staff.
  • Proficiency in Microsoft Office suite particularly MS Word, MS PowerPoint, and MS Excel.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a child protective services registry, and a driving records check as a condition of hire or continued employment.

Note: Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment and computer. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift up to 25 lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
