Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Several key initiatives are underway to modernize LDS' information technology (IT) systems. These initiatives, combined with forward-thinking staff, present an excellent opportunity to contribute to LDS' continued success. LDS is seeking an experienced and enthusiastic IT professional to lead its IT program and oversee a branch of approximately eighteen professionals supporting multiple systems.

The successful candidate will:
  • Guide department leadership and staff in researching and implementing new and emerging
  • technology;
  • Oversee the design, development, and delivery of IT systems of varying complexity;
  • Champion opportunities to improve existing information systems with innovative solutions;
  • Lead the development and execution of short- and long-range strategic technology plans;
  • Oversee IT support operations, including support during emergency response events;
  • Identify staffing and financial resources necessary to implement new IT initiatives and support
  • ongoing business needs;
  • Interpret county policy and advise department management on related IT activities;
  • Team with county staff, external vendors, and industry groups to build collaborative
  • partnerships;
  • Foster a team environment to accomplish strategic goals and to promote the Department's
  • mission, vision, and values.
  • Foster a culture of outstanding customer service and promotes staff’s continued development of soft skills.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Possession of a bachelor's degree in computer science, or closely related field; plus six years' experience in systems design, development, and maintenance in a large information systems environment, including considerable supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a driving records check, and credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

Experience managing and directly supervising a group of IT professionals.

Experience managing information technology projects of varying complexity serving the needs of a diverse customer base.

Experience with Agile Methodology and Scrum.

Experience developing and executing strategic information technology plans.

Proficiency at communicating technical information to senior and executive level staff in formal and informal settings.

PHYSICAL REQUIREMENTS:
Job is generally sedentary. Ability to use keyboard-driven equipment. All duties performed with or without reasonable accommodations.
