Job Announcement

Under supervision from the plant instrumentation supervisor performs the following. Calibrates, maintains and repairs wastewater treatment plant instrumentation. Performs preventative and corrective maintenance on electronic, electrical and mechanical systems and components associated with flow, level and analytical measuring devices. These include doppler and transit time flow meters, magnetic flow meters, differential pressure flow meter, ultrasonic level meters, pressure level meters, ph analyzers, dissolved oxygen analyzers, orp analyzers , turbidity analyzers, oxygen analyzers and total hydrocarbon analyzers. Assists an instrumentation technician iii in the installation, repairs and programming of programmable logic controllers (pcl), digital valve networks and other complex process control systems. Perform independent action to troubleshoots and repair the plant process control systems. Position is responsible for the proper setting and operation of pressure, level, motion, and status switches that interlock to the process control systems. Maintains the continuous emission monitoring system on the incinerator stacks. Performs telephone trouble shooting and repair for the plant communication system. Position runs fiber optic cables and wires the scada stations and switches. Performs calibration and repair on sensor and alarm systems for oxygen, hydrogen sulphide, explosive gas (methane), and fire detection. Utilizes electronic test equipment such as laptop computers, volt/ohm/ amp meters, digital manometers, and variety of specialty calibrators to verify the accuracy and proper operation of the plant equipment. Position keeps accurate records of calibrations and correction maintenance performed.

Note: The salary offer for the position will not exceed the mid-point of the advertised salary range.

Illustrative Duties

  • Installs, maintains and repairs instrumentation and electronic equipment used in a wastewater treatment plant, pumping/flow metering stations, atmospheric testing, or air monitoring devices used on emergency response vehicles, precipitation gauges, remote data logging hardware and telemetry for automated data collection, central processing and reporting;
  • Troubleshoots atmospheric gas detectors and other instrumentation equipment;
  • Coordinates requests for electric and telephone service at metering sites;
  • Enters wastewater manholes and flow metering structures to install portable flow meters and ultrasonic transducers;
  • Maintains and ensures all calibration and measuring equipment is clean and functioning properly;
  • Investigates and analyzes equipment failures on multigenerational equipment via monitoring on laptops and visual inspections;
  • Performs on-going preventive and corrective maintenance on multigenerational equipment and corrects any malfunctions;
  • Installs new instrumentation when necessary and monitors via laptop;
  • Utilizes Supervisory Control and Data Acquisition systems to identify and troubleshoot plant operation problems;
  • Utilizes Computerized Maintenance Management system and/or Enterprise Asset Management system to monitor, create and close out work orders;
  • Maintains records on testing, calibration and repairs of all instruments;
  • May oversee work of Instrument Technician Is;
  • Cleans and replaces broken or defective parts;
  • Uses an Auto Ranging Digital Multi-meter to check, verify and diagnose all aspects of equipment;
  • Effectively communicates with customers, employees and supervisors;
  • Engages in safe working practices and complies with safety programs and guidelines;
  • Reports and monitors unsafe working conditions;
  • Complies with safety competencies.


Required Knowledge Skills and Abilities

  • Working knowledge of electronic theory and of the methods and practices of electronic equipment repair;
  • Working knowledge of the functioning and maintenance of process control instrumentation and electronic equipment;
  • Knowledge of safe work practices as they relate to Wastewater Instrumentation work;
  • Working knowledge of Supervisory Control and Data Acquisition systems (SCADA), Computerized Maintenance Systems (CMMS) and Enterprise Asset Management systems (EAM);
  • Ability to locate and correct defects in electronic and instrumentation devices;
  • Ability to read instrumentation data accurately and to maintain records of maintenance/calibration activities per OSHA mandates;
  • Ability to program, manage and utilize SCADA and related software;
  • Ability to maintain records of maintenance activities;
  • Ability to understand and follow oral and written instructions and work from circuit diagrams and manufacturer's manuals;
  • Ability to distinguish different color wiring;
  • Ability to read and interpret schematics, circuit diagrams, and manuals;
  • Ability to lead other employees;
  • Ability to comprehend and comply to safety practices;
  • Ability to work in confined spaces;
  • Ability to comprehend confined space training;
  • Ability to maintain effective relationships with customers, employees and supervisors.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to graduation from high school, or a GED issued by a state department of education; completion of a vocation course in electronics, and three years of work experience related to the installation, maintenance and repair of industrial instrumentation or electronic/electrical equipment found in water or wastewater utilities.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

Subject to 24 hour call back and must, therefore, be able to work emergency overtime. Subject to working in adverse weather conditions and may be exposed to raw waste or environments generating methane gas. Ability to distinguish different color wiring.

PREFERRED QUALIFICATIONS:
Instrumentation Technician experience. Experience troubleshooting and repairing electrical control systems. SCADA and PLC experience. Experience working at a wastewater treatment plant. Instrumentation or Electrical Journeyman license. Certificate or Associates degree in related field.

PHYSICAL REQUIREMENTS:
Ability to lift 50 pounds. Climb ladders, work in confine spaces, work from elevated heights such as catwalks etc., and use respirators. All duties performed with or without reasonable accommodations.
