The Building Design and Construction Division, Building Construction Branch (BCB), in Capital Facilities is seeking qualified applicants to join BCB as a senior supervisor (Senior Engineer -V, E-V) overseeing construction administration management engineers, inspectors, technical staff and performing related administrative duties, coordination, technical review, document drafting, and general problem solving related to the execution of capital construction projects. This role may be filled by a licensed engineer or architect with strong experience and an educational background directly related to administrating and overseeing staff executing facility construction management for occupied structures and new modern building systems. Candidates are required to have earned degrees in disciplines such as construction management, civil engineering, structural engineering, mechanical engineering, electrical engineering, architecture, etc. that support this role. The E-V position acts as the owner's representative for new building and campus construction, facility expansion/upgrade, and renovation projects in Fairfax County. This is a senior level leadership position that provides guidance and supervision to a team of construction managers, technicians, and inspectors responsible for timely, high-quality, and cost-efficient completion for a variety of projects including complex facilities, multiphase renovations, occupied renovations, and implementation of the latest construction methods. BCB E-V’s serve as a liaison working closely with internal and consultant design teams on projects for the Department of Public Works and Environmental Services (DPWES) and other county agencies and departments within DPWES, Housing and Community Development, Department of Transportation, Park Authority, the Fire & Rescue Department, the Police Department, and other county agencies. This roll depends heavily on speaking, team management, and writing skills where duties include chairing cost negotiation meetings to resolve construction contract disputes, development of construction solutions to complex problems, project tracking, managing and coordinating closely with outside counsel and the County Attorney's Office on project-related issues, develops and edits contract language, disputes and claims research and resolution, as well as coordination with utilities and internal/external agencies. The E-V reports directly to the BCB Branch Chief and is expected to manage specific aspects of the construction process to include construction site safety and awareness, contract document constructability reviews, and negotiation of contractor's proposed change orders. The E-V evaluates and implements use of various procurement methodologies for complex construction projects, assists in the development of new policies and procedures for the Building Construction Branch as well as the Building Design & Construction Division, assists in workload analysis as well as evaluating and hiring new staff, provides and develops technical training sessions for Building Construction Branch to increase the staff's overall knowledge of all aspects of the building process and related business practices, provides coaching, and feedback to employees and conducts performance evaluations, assists in developing and leading the strategic vision of BCB. The BCB Engineer-V is designated to be an emergency personnel position where participation in the Emergency Operations Center during declared emergencies is mandatory.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering or architectural field.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. Five years or more of supervisory experience.
  2. Five years or more of building construction management experience and building contract negotiation.
  3. Five years or more years of experience in resolving construction claim disputes and thorough knowledge of construction contract law.
  4. Five years or more implementing local, federal, and/or state building and site development codes.
  5. Two years of extensive experience in Capital Project Budget and Capital Improvement Program (CIP) or extensive experience in working with public/governmental facilities.
  6. Three or more years documented supervisory experience mentoring and overseeing building construction management staff.
  7. Certified Construction Manager (CCM).

PHYSICAL REQUIREMENTS:
Ability to produce handwritten and typed documents. Ability to go up and down stairs for multi-story buildings. Must be able to physically walk, negotiate or traverse rough terrain and typical construction sites. Ability to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors. Ability to lift up to 30 pounds. All duties performed with or without reasonable accommodations.
