Fairfax County, Capital Facilities is seeking for an experience and innovative candidate to perform the full range of administrative support for personnel and payroll administration in the Human Resources field. Serves as the payroll lead, by processing, auditing, and reconciling online time and attendance. Ensures time records have been submitted and assist in time and pay adjustments and employee's inquiries. Prepares personnel actions and position control forms related to employment actions as well as position status. Ensures forms, letters, and various administrative documents in support of payroll/personnel records management are compliant with federal/state law. Provides support and assistance to HR manager throughout the onboarding process, background check, and security card access process. Assists in coordinating training and tracking state-mandated licenses and certifications. Develops and maintains basic databases and spreadsheets to track personnel information. Consults with HR manager regarding interpretation of laws, policies, procedures, and regulations to department staff. Support division in a variety of critical, confidential, complex and time-sensitive Human Resources administrative tasks. Works on special CAP projects, as assigned. Updates imaging system and converts hard copy employee records to digital format, overall reporting/archival and retrieval of employee personnel records and data in a complex, confidential, regulated area. The successful applicant must be highly motivated and self-sufficient; possess the skills necessary to work and balance multiple priorities in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service to end users. Keeps human resource information confidential.

Responsibilities include:

Payroll
  • Prepares and/or supervises preparation of complex payroll (e.g., shift differential, overtime, multiple grants, 56-hour workweek, FLSA).
  • Researches payroll issues (e.g., overtime, leave hours).
  • Interprets policies & procedures.
Personnel
  • Initiates the full range of processing for complex personnel actions.
  • Conducts new employee orientation, including notifying employees of Period of Initial Eligibility and the importance of compliance.
  • Counsels employees on basic benefit questions and assist with the role of training coordinator.
  • Uses Human Capital Management Enterprise Resource Planning system regularly to process departmental HR transactions.
  • Resolves personnel processing problems on personnel policy/procedures with interpretation from appropriate resource (e.g., DHR).
  • Assist with job recruitment packages, interviews, and any related duties as assigned.
  • Responsible for the process of employee verification.
Customer Service
  • Ability to communicate well through written and oral means.
  • Ability to establish and maintain effective working relationships with both external and internal customers.

Note: The assigned functional areas of this position are Payroll, Human Resources and Customer Service.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. Two years of experience using FOCUS or similar payroll processing software.
  2. Two years of experience working in a human resources department, specifically assisting with recruitment/interview process and on-boarding new employees.
  3. Two years of experience using Neogov and JDMS system or similar recruitment and position description system software.
  4. Two years of experience using Employee U or similar training system; preferable admin role.
  5. Extensive knowledge of county recruitment process and policies.
  6. Intermediate experience in the use of basic Microsoft Office Suite software; specifically, Excel, Word, and Power Point.

PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, employee may be required to walk, stand, bend, and carry items less than 15 pounds in weight. Must be able to operate keyboard and scanner driven equipment. Visual acuity is required to read data on computer monitor. Ability to acknowledge and receive walk-in customers and respond appropriately. Ability to sit and work at a computer terminal for extended periods of time. All duties performed with or without reasonable accommodations.
