Summary

The Deputy Associate Director for the Center for Leadership Development (CLD), Human Resources Solutions (HRS), oversees reimbursable in-residence and virtual leadership and professional development programs, and provides custom programs and learning ecosystems to meet evolving agency needs. In this role, the Deputy Associate Director will develop strategies to manage the programs, maintain financial viability, and ensure proper interaction and integration with other HRS business lines.

Responsibilities

  • Lead large-scale revolving fund programs with a strong focus on customer service, innovation, and cost recovery;
  • Develop strategies to manage 9 business lines that are responsive to current and future challenges of public sector service and provide a career-long continuum of leadership and professional development spanning national and global landscapes;
  • Implement organizational structures and functional responsibilities for optimal delivery of all programs, including how they interact within OPM?s environment and integrate with HR Solutions and support OPM's overall mission and strategic plan;
  • Partner with agencies and private, non-profit, and academic entities to provide reimbursable human capital and learning solutions to develop leaders, build a high-quality workforce, and transform agencies into high performing organizations;
  • Keep abreast of Federal and industry landscapes to identify opportunities to expand program products and services and build the HR Solutions brand with key stakeholders, Federal agencies, and the public;
  • Assess political and program risks and ensure they are monitored and minimized;
  • Serve as the principal advisor to the Associate Director for HR Solutions on professional and leadership development and create strategies to strengthen OPM's Governmentwide leadership role in professional and leadership development.

Qualifications

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
