Responsibilities

Reports to Commanding Officer, Headquarters and Service Battalion, U.S. Marine Corps Forces Command, who is also Installation Commander, Camp Elmore. Responsible to the Installation Commander for the performance, leadership, management, and regulatory compliance of MCCS Hampton Roads (MCCSHR), whose mission is "to make significant lasting contributions to the readiness of Hampton Roads area Marines and their families by delivering relevant goods and services".

Per applicable regulations and policies, sets and communicates strategy, executes approval authority, and ensures implementation for MCCS governance and compliance; finance (entails a fiduciary responsibility); human resources and talent management; operations; and accountability and safekeeping of MCCS records, property, and other equipment. Approves methods and timeframes for accomplishment of MCCSHR projects.

Oversees an internal controls program which ensures regulatory compliance, fiscal solvency, employee welfare, and application of best practices to deliver customer-driven and cost-effective goods and services.

Obtains, generates, and manages resources, including appropriated funds (APF) and non-appropriated funds (NAF), which enable mission accomplishment. Responsible for all phases of fiscal activities, disbursement and accountability for all NAF and APF. Reviews and approves all budget submissions.

Responsible for leading and managing the Marine and Family Programs, Business Operations, and General Support activities. Tasks include: setting priorities, assigning tasks, establishing and maintaining standards of performance, conducting regular evaluations (to include evaluation reporting on Marines), and hearing and resolving employee complaints.

Ensures employees are trained in customer service and professional conduct, appropriate program operations requirements, budgeting, resource control, human resources requirements, procurement procedures, and other general management competencies as required. Oversees development program, which facilitates employees' opportunity to become more competitive for greater responsibility and more senior positions.

Advises Installation Commander on MCCS policies, programs, operations, and requirements to meet Hampton Roads area Marines' mission requirements. Executes tasks in support of Installation Commander's intent.

Collaborates with local military and civilian communities (especially local Navy Morale, Welfare, and Recreation and Fleet and Family Services leaders) to supplement the goods and services MCCSHR is responsible for providing to accomplish its mission. Represents MCCSHR and collaborates with other MCCS Directors, MCCS Headquarters, and Headquarters Marine Corps to optimize MCCSHR performance.

Creates an organizational environment which promotes dignity, respect, and equity and seeks to increase mastery, autonomy, and purpose for all MCCSHR personnel. Models established standards of conduct, including actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other duties as assigned by Installation Commander, Director Business and Support Services Division, and/or Director Marine and Family Programs Division.

EVALUATIONS:

Qualifications

A minimum of five years of executive-level experience that demonstrates possession of management principles in planning, coordinating, and attaining the goals and financial objectives of a large customer-oriented organization; a thorough knowledge of business practices, economic principles and ability to analyze trends/developments and make improvements in operating programs through innovative marketing, personnel management and retailing. Must possess above average oral and written communication skills and ability to deal with individuals on different levels such as Congressman, high-ranking military officers, etc. A four-year degree with a business major from an accredited college/university and knowledge of Marine Corps staff procedures and organization are highly desirable. This is a white-collar position where occasional lifting up to 20 lbs may be required.
