Job Summary:
Westat is seeking a Senior Contracts Administrator to join the fast-paced corporate contracts unit to oversee a portfolio of Westat's National Institutes of Health (NIH) funded contracts. In this role you will support the full life-cycle of contract management activities and lead a team of contracts staff. 

Job Responsibilities:
  • Manage and oversee a portfolio of contracts funded by NIH.
  • Lead a team of Contract Administrators and Specialists.
  • Review and negotiate all types of agreements, including but not limited to NDAs, Teaming Agreements, Contracts, and Subcontracts.
  • Provide contractual and business guidance to Westat's research staff.
  • Collaborate and provide support to various internal departments including: Accounting, Business Development, Finance and Legal.
  • Perform risk-assessments and compliance reviews in accordance with internal and external regulatory requirements.
  • Perform pre-award reviews of RFPs and contractual documents to ensure compliance with applicable regulations and solicitation requirements.
 Basic Qualifications:
 
  • A Bachelor's degree
  • 10 years of progressive experience in a Federal Government contracting and HHS contract management environment, including a minimum of 5 years in a leadership role.
  • Demonstrated experience working with the Federal Acquisition Regulations (FAR) and Health and Human Services Acquisition Regulations (HHSAR).
  • Experience reviewing and negotiating various types of agreements. 
  • Knowledge of standard government contract compliance reviews and audits.
  • Familiarity working with enterprise accounting and reporting software.

Preferred Qualifications:
 
  • A Master's degree in business, law or contract related discipline.
  • Extensive experience working with the Institutes, Office and Centers of the NIH and associated policies.
  • Familiarity with GSA schedules and Best-In-Class contracting vehicles
  • Experience with Deltek products including Costpoint, Contracts and Purchasing Modules.
