Major Duties

Serves as Senior Functional Applications Specialist Supervisor (HRMS) for the Human Resources Management System (HRMS), PeopleSoft. Responsible for ensuring the integrated HRMS provides continuous business process improvement through in-depth knowledge of business support applications and their ongoing configuration, development, testing and maintenance. Provides expert functional analysis and research for proficient support of HRMS.

Incumbent must have knowledge of, and skill in applying: a wide range of methods, principles, and practices in the HR field, including established HR data standards; data contained in HR information systems; and established information technology principles. Must be able to: translate HR business practices into information system requirements; apply information technology principles to HR business processes; maintain and enhance data needs of the serviced population; and design, integrate, retrieve, and provide HR reports to the serviced population.

Provides PeopleSoft advisory services to Headquarters and field commands in regards to proposed HRMS human resources, benefits, payroll, recruiting, training, pension, time and labor, self-service, and reporting changes. Applies expert functional knowledge in HR, benefits, payroll, reports, rules, procedures and operations to complete HRMS support assignments for the full range of HR areas to include: staffing, classification, recruitment, employee relations, workforce management, benefits, payroll, and EEO. Ensures that HRMS public and private sector best industry practices and procedures are incorporated into Marine Corps HRMS.

Develops policies for application Marine Corps wide in the area of PeopleSoft HRMS. Participates in executive level business operations at Headquarters. Responsible for ensuring the centralized HRMS functions, including the bi-weekly and pension payrolls for all Marine Corps NAF employees, are processed accurately and efficiently. Reviews and analyzes system impact and processes regarding regulatory changes, policy changes, and higher-level directives to determine their impact on the HRMS system. Understands and follows established change control procedures. Provides after-hours on-call support.

Serves as direct advisor to field commands on operational problems not covered by established policies or practices. Advises management in development of HRMS business requirements, process recommendations and functional specifications for product requirements with understanding of all customizations and functional areas within the realm of HRMS. Works directly with the PeopleSoft end users to document proposed new enhancements, modifications requests, and functional specifications for HRMS system change requests. Evaluates and recommends appropriate functionality, processes, reports, requirements, business processes, and methods for HRMS functions. Responsible for leading the efforts for system related production support, enhancements, new implementations, and upgrade projects.

Recognizes, defines, and develops solutions and makes recommendations to solve problems or questions that are new or without precedent, and to meet short-term financial demands and long-term strategic plans of the organization. Recommends management action when systems and payroll analysis shows emerging opportunities, unfavorable trends, or deviations from plans. Works with end users, and functional and technical resources to troubleshoot, and solve system problems, providing escalated support, coordination, analysis, assistance, guidance, training, and business process recommendations to management regarding program and/or operational issues as they relate to PeopleSoft HRMS and other applications. Interact extensively with staff, users, business process owners, and IT staff.

Assists the HRMS Program Manager in setting priorities and establishing methods and time frames for accomplishment of HRMS projects. Makes recommendations to the HRMS Program Manager and HRMS team members to improve business processes, eliminate manual processing, ensure data accuracy, and improve reporting methods and system efficiency to meet both field command and HQ requirements. Represents the HRMS Program Manager to field commands on matters concerning HRMS projects and system upgrades.

Identifies field and criteria requirements, and develops complex SQLs , queries, and formatted reports and all other assigned reporting and benchmarking tasks. Assists in the design, implementation and maintenance of the PeopleSoft system and required personnel databases. Interprets PeopleSoft functional, tax and technical updates. Learns new functionality, tools, technologies and supports; conducts and coordinates testing and audits as required of the system and applications; verifies testing results and keying of other functional SMEs to ensure proper and efficient functioning. Responsible for HRMS queries and reporting including constructing and executing moderate to complex query reports from the PeopleSoft HRMS, interpret and analyze the requests and the results of the data collected from the queries, and develop and present comprehensive summaries of the data and data trends as needed.

Develops training and briefing materials for managers, users, team members, HQMC and higher level officials, or for input into legislative proceedings. Prepares detailed status reports indicating accomplishments for the reporting period as well as identifying any HRMS related issues. Serves as a mentor to HRMS functional team members to develop their PeopleSoft HRMS configuration, testing, SQL, query, security, and functional skills and analytical proficiency. Monitors implementation of PeopleSoft HRMS by field commands through formal and informal feedback mechanisms. Provides on-site training to field users on human resources, benefits, payroll, time and labor, reporting and query functionality. Provides Help Desk support to field activity users and internal users/team members in the "how-to" of proper setup and keying requirements. Provides other written and oral guidance, advice and assistance to field commands in implementation of PeopleSoft HRMS systems.

Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action.

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications:

BACHELOR’S DEGREE from an accredited college or university in a related field appropriate to the work of the position AND FIVE YEARS of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above.

At least five years of experience with HRMS developing complex SQLs and queries, security administration, tree manager configuration and maintenance, and workflow. Experience with Oracle Complex SQL required.

Skill to supervise employees in the accomplishment of work. Proven government and/or private sector Human Capital Management (HCM) application experience with emphasis on information and processing needs of large, multi-divisional organizations is required. Five years progressive experience in the deployment and sustainment of the PeopleSoft Human Resource Management System which includes expertise in the full life cycle of PeopleSoft HCM Application Modules – upgrades and implementations, application setup and configuration, process development, testing, training, and production support. Expert knowledge of all the PeopleSoft HCM application modules; Human Resources, Payroll, Benefits, Time & Labor, Self-Service, Pension, Profile Management, Performance/Talent Management, Position Management, Recruiting and Training Administration including application fundamentals, security and compliance, component updates and maintenance, reporting and integrations, researching, designing, developing, testing, and proposing business process enhancements in the application suite. Excellent problem solving and analytical skills.

Demonstrated understanding of functional policy areas and field command/HQ requirements. Knowledge of laws, regulations which reflect an understanding of military, Marine Corps Community Services organizations, missions and programs. Ability to deal with high-ranking officials at headquarters elements and field activities. Proven ability to identify and proactively address problems/potential risks and implement timely solutions. Must be able to work independently and manage multiple tasks. Strong customer focus with a commitment to excellence and continuous improvement.

Ability to communicate effectively, both orally and in writing, and provide support to senior staff, HRMS staff, functional owners, end users, information systems professionals, and non-technical users. Detail oriented and excellent organization, prioritization and time management skills.
