Job Announcement

This announcement will be used to fill multiple positions in the groups indicated below. The appointee will be required to participate in emergency callback staffing that is subject to occur twenty-four hours a day/seven days a week (24/7) and may periodically require working 12- to 18-hour shifts.

Sewer Maintenance Group MEO: Perform a variety of skilled and semi-skilled duties required in the operation and preventive maintenance of a mechanical truck-mounted rodder or combination vac truck (the latter of which is heavy equipment). Tandem axle dump trucks, and tanker truck may be used on occasion. Performs visual inspection of sewer manholes and lines, identifying defects and executing cleaning requirements. Uses other equipment that includes trailer-mounted pumps, camera poles, crash cushion trailers, and camera-flusher units. Duties are performed under the general supervision of the Senior Maintenance Supervisor, and/or heavy equipment operator.

Heavy Maintenance Group MEO: Operates a variety of medium and light equipment, including a tandem-axle dump truck, single-axle dump truck, backhoe, road roller, skid-steer loader, mini-excavator, compressed air tools, etc., in all phases of wastewater infrastructure and road construction (scarifying, blading, compaction, equipment transport, excavations, etc.). Conducts daily inspection, routine maintenance, and light repair on such equipment. Performs a variety of manual labor tasks, such as digging, loading, snow shoveling, grass cutting, asphalt leveling and raking, brush removal, lifting, pushing, and other heavy physical work. Ensures that appropriate safety procedures are followed when operating and working near medium/small equipment. Duties are performed under supervision.

Pump and Haul: Transports wastewater on state roads and off-road terrains in a 4,000 gallon, or more, tank truck with a gross vehicle weight of 80,000 pounds. Pumps sewage into tank trucks at various locations throughout the county and follows prescribed routes to disposal sites in all weather conditions. Maintains vehicle in a clean and safe manner; performs daily maintenance inspections and monitors vehicle. Enters daily record of loads hauled and miles driven.

Illustrative Duties

  • Operates load luggers and septic tank trucks, and may use specialized equipment on each;
  • Operates road rollers to compact subgrades, sub-bases, shoulder materials, and embankment areas;
  • Operates single-axle dump trucks and small trailers in the loading, unloading, and transportation of small motor equipment;
  • Operates various small equipment such as tampers, chain saws, concrete saws, etc.;
  • Performs maintenance on medium/small equipment and vehicles (such as checking and adding fuel, water, oil and air; checking the brakes and cleaning vehicles);
  • May perform a variety of laborer tasks, such as digging, loading, snow shoveling, grass cutting, brush removal, asphalt leveling and raking, lifting, pushing, and other physical work;
  • Ensures that appropriate safety procedures are followed when working near equipment;
  • Reads and interprets engineering plans for utility location prior to excavation;
  • May lead a small crew of laborers;
  • Effectively communicates with employees, supervisors and customers;
  • Engages in safe working practices and complies with safety programs and guidelines;
  • Reports unsafe working conditions;
  • Complies with safety competencies.


Required Knowledge Skills and Abilities

  • Working knowledge of state traffic laws and regulations;
  • Working knowledge of general maintenance of light motorized equipment;
  • Working knowledge of computers:
  • Skill in the operation of gasoline-powered construction, maintenance, or refuse collection equipment;
  • Ability to perform light maintenance on this equipment;
  • Ability to follow written and oral instructions;
  • Ability to read and comprehend maps;
  • Strength and dexterity necessary to perform all required tasks including lifting, stooping, bending, and working in tiring and uncomfortable positions;
  • Ability to work outside with regular exposure to severe weather, noxious fumes, high levels of dust, etc.;
  • Ability to maintain effective relationship with customers, employees and supervisors;
  • Ability to comprehend and comply to safety practices;
  • Ability to lead the work of others.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to completion of the tenth grade; and two years of experience in the operation of medium/light motorized equipment.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Class "B" commercial driver's license (CDL).
  • Confined Space Certification within 6 months of hire.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Four years of work experience operating construction equipment or wastewater equipment.
  • Good oral and written communication skills.
  • Possession of any of the following certifications: Advanced Traffic Control, Confined Space Entry, A Virginia Flagger Certification.
  • Experience using computers systems related to Microsoft Office, GIS, and an asset management programs.
  • Participation in or completion of Manhole Assessment Certification Program (MACP) or Line Assessment Certification Program (LACP).
PHYSICAL REQUIREMENTS:
Pushing, pulling, lifting, bending, stooping, walking, and climbing in and out of catch basins and manholes (Including removal and replacement of manhole covers that weigh up to 90 pounds). Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness. Must be physically and mentally capable of performing confined space entry operations with entry via 21" manholes with vertical descent using integral or portable ladders. Entry includes use of all applicable protective equipment and documentation. Protective equipment specific to confined space work includes hardhat, eye protection, safety toe boots, personal fall arrest harness, emergency retrieval systems, and atmospheric monitoring equipment. Must be able to climb in and out of a truck cab approximately 4-1/2 feet. All duties performed with or without reasonable accommodations.
