The Department of Public Works and Environmental Services, a nationally accredited agency committed to building and maintaining safe, reliable infrastructure that improves public health and provides a high quality of life for residents, is seeking an experienced and innovative business analyst to join the IT services team supporting the Capital Facilities division. An exciting initiative is underway to implement an innovative SaaS capital project management technology, providing an excellent opportunity for a qualified candidate to help modernize processes supporting both customers and employees.

As a member of the team, you will:
  • Serve as the lead business analyst point of contact to Capital Facilities division and have overall responsibility and accountability for development and delivery of high-quality IT solutions and services.
  • As the service delivery manager for the Capital Project Management Information System (CPMIS), lead and coordinate between the SaaS vendor, Internal IT, and business users to build effective communications and provide governance over system enhancements and changes, problem/incident root cause analysis, and business requirement definition and prioritization.
  • Ensure new system implementations and changes meet business requirements and improve customer satisfaction levels.
  • Serve as the CPMIS application administrator, conduct user training, perform configuration changes, monitor system usage, manage problem/incident resolution, and coordinate maintenance activities with the SaaS vendor.
  • Perform analysis of business needs and stay current in technology innovations to define and present solution proposals and strategies.
  • Champion the evaluation and redesign of business processes to enhance functionality and efficiency and facilitate change.
  • Engage and build influential relationships with senior leaders and stakeholders to appropriately drive focus and priorities on the right things for success.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to a bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master's in computers systems, information systems management, or related fields.
  • Expert in working directly with customers and/or end users soliciting requirements, producing solution proposals that meet those requirements, and engaging customers to provide process consultation.
  • At least 7 years’ experience in leading new implementations of large and complex Software as a Service (SaaS) solutions and providing maintenance support services.
  • Experience in providing application system administration support and troubleshooting technical issues on a day-to-day operational basis.
  • Expert in change governance and strategic alignment activities and principles.
  • At least 3 years’ experience with IT/systems integrations and their interfaces.
  • Knowledge in project planning, management, and coordination.
  • Experience working at all levels of an organization to include communicating with senior and executive staff in formal and informal settings, both verbally and in writing.
  • Experience preparing documentation for system development, including user requirements, process flow diagrams, design specifications, testing plans and implementation strategies
  • Project management certification.

Job is generally sedentary. Ability to use keyboard-driven equipment. Ability to input, access, and retrieve information from a computer. All duties performed with or without reasonable accommodations.
