Job Announcement

Works as part of the Coordination and Funding Division (CFD) is seeking a Senior Planner with extensive experience in funding and regional partnerships. Performs transportation agency liaison duties; oversees and undertakes budgeting and capital project programming related to financial transactions; and supervises staff within the Coordination Section within CFD. Manages the county’s relationship with the Northern Virginia Transportation Authority (NVTA) or other commissions, boards, authorities, (e.g. WMATA, NVTC, VRE, COG, TPB) and state and local jurisdictions. Provides oversight and analysis of financial and policy issues and documents. Pursues transportation funding opportunities from various funding sources, assists in the management of all revenues and expenditures in all transportation funds; and ensures financial rules and regulations are followed. Prepares written documents and gives oral presentations for elected officials, citizens, public agencies and private entities.

Responsibilities include:

  • Provides overall technical input and recommendations for regional agencies such as: NVTA, VRE, WMATA, NVTC, COG, TPB and TCC;
  • Oversees transportation professional staff, funds, and agreements related to financial transactions.
  • Reviews the financial and technical work of Section personnel upon completion, to assess quality, and accuracy of work produced
  • Proactively identifies regional transportation issues which may impact program or functional area;
  • Represents the unit or division at community, state and national events. Off-site meetings and site visits may require the operation of a personal and/or County vehicle.
  • Performs certain administrative responsibilities such as employee evaluations, hiring, approving leave, and identification of training needs and other administrative duties as assigned by the director and/or department.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Ability to establish and maintain effective working relationships with government officials and the public;
  • Experience with local and state governments, boards, commissions, authorities and transportation agencies; including working with elected and appointed officials;
  • Thorough knowledge of the principles and methods of transportation/transit funding;
  • Experience in analyzing transportation and policy issues at the state or federal level;
  • Identifying workflow issues and developing solutions;
  • Experience supervising very diverse groups of high performing professionals
  • Experience in monitoring and developing capital improvement programs.

PHYSICAL REQUIREMENTS:
Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents.
Work requires performing tasks in adverse weather conditions. Ability to travel to various locations throughout region to provide coverage, attend meetings and trainings. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations
