Fairfax County's Health, Housing and Human Services (HHHS) organization is comprised of seven agencies and two community centers, totaling approximately 4,000 staff with a total budget size of $800 million dollars, including general, special, and grant fund support. The Office of Strategy Management (OSM) mission is to lead cross-system initiatives, drive decision-making through analytics, and advance seamless operations and services. Under general supervision of the OSM Director, will lead a professional team of inclusive of GIS, research, statistical, and data analysts to support program reporting, performance measurement and decision-making processes using modern analytics methodologies. This position will provide expertise in quantitative analysis, data mining, and the presentation of data to see beyond the numbers and understand its impact on policy making, programs, and our community at-large. You will be responsible for developing and managing complex initiatives in support of HHHS policy, community planning, and socio-economic solutions. This position will work with all OSM sections and agency leadership to inform, support cross-agency analysis efforts, and guide systemwide project priorities. Works in direct partnership with the OSM Business Integration team.

Major areas of responsibility includes:
  • Plan and guide quantitative analytic and research projects related to program and policy evaluation
  • Creation and modification of statistical programs to analyze, review or summarize data
  • Develop reporting and analytic processes leveraging prescriptive and predictive modeling
  • Supervises and hires personnel responsible for team capabilities and performance.
  • Support data governance efforts to ensure all data elements are high quality and accessible and connected to county-wide effort
  • Manage the design and development of a series of performance management dashboards
  • Collect data to produce external and internal reports connected to the countywide strategic planning effort
  • Provides training and coaching to HHS and staff on best practices in data management, and reporting
  • Meets with constituents to discuss assessment results when appropriate
  • Advise HHHS staff on data capabilities in support of various initiatives, projects, and reports

Illustrative Duties

Manages staff who conduct gathering, compilation and reporting of broad and diverse data and catalogue analyses of business and clinical systems;
Provides project management and coordination for various HHS data gathering and reporting initiatives to multiple stakeholders;
Provides data and business analyses from different and disparate sources of information that inform policy making for HHS;
Prepares special reports about HHS for county-wide use to inform short- and long-range policies;
Serves as a liaison with HHS agency directors, key staff, and community members;
Recommends new data-gathering methods and tools to ensure a broad-based approach to collect and analyze information about the HHS delivery system.

Required Knowledge Skills and Abilities

Extensive knowledge of the principles, methods and problems of public administration within the HHS continuum;

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in public or business administration, social services, human services, or a related field;
Plus five years of professional experience in social services or human services, two years of which must have included supervising professional staff.


Advanced Degree in statistics, computer science, economics or another quantitative discipline field or equivalent of work experience. Experience working with health and human services data Experience of R and/or Python for reporting and data automation; familiarity with SPSS, Stata Advanced knowledge of research concepts, processes, and applied statistics Practical experience with Data Visualization tools and SQL (applications and scripting) Excellent writer, researcher, and overall communicator in business settings An understanding of data science and machine learning principles.

The appointee to the position must satisfactorily complete a criminal background check and a Credit check.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

• Duties are primarily sedentary • Must be able to operate computer and key-board-driven equipment • May be required to lift up to 25 lbs. • Must be able to travel for meetings, program reviews and trainings. • Must be able to communicate clearly, both orally and in writing.
