Summary

This position is located in the Office of the Chief Financial Officer, Accounting Division. The incumbent of this position serves as the Senior Accountant for Financial Accounting and Reporting and is responsible for formulating, developing and implement agency policies and procedures related to the agency's financial statements.

Responsibilities

At the GS-14 level, the employee will:
    • Prepare the agency's monthly, quarterly, and annual financial statements, which are submitted to the Office of Management and Budget (OMB), Treasury and Congress. Ensures these reports are submitted timely and accurately and in accordance with OMB Circular A-136, Financial Reporting Requirements;
    • Prepare detailed account analysis, reviews and reconciliations;
    • Serve as the subject matter/technical expert for a variety of accounting policies and processes, methods, and practices. Responsible for formulating solutions to unusual and complex accounting issues/problems. Formulate, develop, and manage accounting and financial management policies, procedures and directives;
    • Review agency financial procedures for compliance with applicable policy, guidelines, regulations, and laws;
    • Interface with external independent auditors during the annual financial statement audit. Participate in the development of action plans to resolve any material weaknesses or significant deficiencies discovered during the annual financial statement audit;
    • Prepare briefings and special reports for management and customers. Communicate effectively through written reports, oral presentations, white papers, position papers, memorandum and other pertinent documents.

Basic Minimum Qualifications:

Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  • In addition to the basic minimum qualifications above, applicants must meet the specialized experience as follows.

    One year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of specialized experience tasks: Specialized experience is defined as (1) Experience preparing Federal Financial Statements (Balance Sheet, Statement of Changes in Net Position, Statement of Net Cost, and Statement of Budgetary Resources) and related disclosures in compliance with OMB Circular A-136; (2) Providing sound and authoritative technical guidance related to financial/accounting issues, programs and/or systems; (3) Knowledge in preparing, analyzing and interpreting accounting data, records, and reports (i.e. Standard General Ledger, interagency buy/sell activity reconciliation, financial statements and associated note disclosures); and (4) Experience advising on the implementation of accounting procedures and programs.
