This position is located at the Mark enter Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies. The name of the site refers to the "Mark Center" commercial property in which it is located.

Responsibilities

  • Manages and coordinates enterprise-wide efforts to ensure that program management and process improvement programs are developed and managed using a data- driven focus that sets priorities for improvements aligned to ongoing strategic imperatives.
  • Leads studies and task forces involving complex management problems associated with mission, organization, and function of elements across DoDEA.
  • Provides leadership and coordination for improving the organization?s core education and business functions and evaluating the impact that systems improvements have on increased student achievement
  • As the DoDEA subject matter expert on program management and process improvement, the incumbent is responsible for developing curriculum, training materials, and tools and is responsible for delivery of training.
  • Serve as functional program manager for the DoDEA internal control program for compliance with OMB A-123 and DoD policy associated with the internal control program
  • Prepares and/or coordinates briefings, special reports, and responses to data requests for use by the DoDEA Director, Chief of Capabilities and Initiatives, and the Agency Senior Leadership Team.
  • Will serve as the principal staff advisor in the design, development, implementation, and continuing execution of the Program Management program and policy.
  • Prepares directives and provides advice and assistance to staff with respect to development, analysis, and review of policy and issues associated with the Capabilities and Initiatives program/project/process management
  • Performs a full range of first-level supervisory responsibilities
  • Performs a variety of reviews as required that are usually without precedent and requires the use of advance auditing and evaluative techniques in gathering and evaluating data and information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Facilitate professional learning; preparing briefings; lead, develop and implement major projects or programs; process improvement; perform risk management/internal controls to improve operational and program efficiencies and effectiveness; broad and demonstrated experience of headquarters level of a major command or organization, or district, state, or federal education systems.

Definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
