Position: Consular Clerk

Organization: Embassy of the Republic of Singapore, Washington D.C

The Consular Clerk plays an integral role in the Singapore Embassy in Washington D.C. by assisting the Administrative team in handling the Notary, VISA and Consular functions of the Embassy.

Responsibilities:

As Consular Clerk, you will provide information to telephone, e-mail and front-counter enquiries regarding the notary, VISA and consular services provided by the Embassy. You will also provide notary, VISA and consular services to front-counter applicants.

The Consular Clerk will also assist the Administrative team in other functions such as covering for the Consular Executive and Receptionist in their absence, and taking on adhoc duties during official events.

Requirements:

This position requires candidates to be proficient in both written and spoken English. You will need to multi-task, have an eye for detail and be a good team player capable of working independently. Proficiency in Microsoft Office (Word, Excel and Outlook) is required.

JOB DESCRIPTION:

Visitor Services

1.1   Provide accurate, up-to-date information to all enquirers by telephone, email, fax, and mail or at the front counter on visitor services such as visa and entry requirements, student pass, employment/work pass, and customs and import matters.

1.2   Receive, check and process visa applications.

1.3   Prepare e-visa and visa stickers, and liaise with visa applicants as necessary.

1.4   Maintain visa records and case files.

Singapore Permanent Residence (SPR) Services

2.1   Provide accurate, up-to-date information to all enquirers by telephone, email, fax, and mail or at front counter on SPR services such as SPR application, cancellation, Re-Entry Permit (REP) and NRIC matters.

2.2   Receive, check and prepare SPR applications, cancellations and Re-Entry Permits (REP) for submission to ICA.

2.3   Liaise with SPR applicants and collect associated fees as instructed by ICA.

2.4   Maintain SPR records and case files.

3. ​Notary and Other Consular Functions

3.1   Provide accurate, up-to-date information to all enquirers by telephone, email, fax, and mail or at front counter on notarial and other consular services such as No Objection Letter for J1 visa holders and Certificate of Clearance.

3.2   Prepare certified true copies for signature by First Secretary (Admin & Consular).

3.3   Prepare statutory documents, affidavits, attestation certificates and authentication certificates for First Secretary (Admin & Consular) witnessing of signatures.

3.4   Receive, check and process requests for No Objection Letter for J1 visa holders.

3.5   Maintain records for notarial and other consular services.

3.6   Collect and receipt fees as gazetted under the Diplomatic and Consular Officers (Oath and Fees) Act.

3.7   Compile monthly data statistics by the third day of the following month for submission to Consular Officer, and maintain a file on the compliments/complaints and monthly statistics

4Consular Cases

4.1   Assist in handling consular cases (e.g. contacting local authorities to retrieve case details) involving Singaporeans in the following areas:

(a)    Extradition and deportation;

(b)   Illness, accident and death;

(c)    Destitute cases; and

(d)   Other consular cases

4.2   Compilation of critical information and contacts to handle consular cases.

4.3   Assist in contact tracing during an emergency.

5Official Functions

5.1   Assist with assigned duties during official events/functions.

6. Other Duties

6.1   Cover the duties of Consular Executive during her absence.

6.2   Cover the duties of Receptionist when necessary.

6.3   Other duties in accordance with exigencies of service.
