Position will provides high-level financial and contract management consulting support and program oversight to Defense Health Agency (DHA) organizations and installations. May lead team and/or multiple teams, working independently with little to no supervision, providing sound process improvements and system wide solutions. Multiple projects may be worked concurrently; includes Army, Air Force, and Navy, DHA/Service military treatment facilities or staff organizations, organized as individual sites, markets, and/or regions. Serves as subject matter expert (SME), advising customers on a wide variety of technical and regulatory requirements, including establishment of internal management controls. Supports data migration and transition efforts, workflows, and quality control reviews of data submissions, including deobligation packages and master contract listings, and based on results, recommends business practice changes. Conducts special studies and analyses of financial and contract data. Develops data mining techniques for cross sharing across STI. Coordinates with PM and/or IT on proposed COMPASS modifications; researches effects of changes on other COMPASS projects and completes Change Requests. Occasional travel required, but should not exceed 4 trips per year. Master's Degree and 10 (ten) years' experience working in finance or contracting field; or 10 years' direct experience in field may be substituted in lieu of degrees. Must meet the eligibility requirements for a US government issued security clearance. Demonstrated expert level-user of financial or contract management information systems such as GFEBS, EDA, WAWF, CRIS, DEAMS, ABSS, STARS required. Ten (10) years' experience with federal financial and contracting management field required; experience with DHA/MHS financial and contracting management preferred Ability to periodically travel, CONUS and/or OCONUS.
