Summary

The U.S. Bureau of Labor Statistics is seeking a highly motivated and capable executive to serve as the Assistant Commissioner for Occupational Statistics and Employment Projections. This position is located in the U. S. Labor Department's Bureau of Labor Statistics, Washington, DC.

Responsibilities

The Assistant Commissioner for Occupational Statistics and Employment Projections oversees the programs that produce data on occupational employment and wages and about the labor market in the future. Data from these programs provide information on short-term and long-term trends. In this capacity, the incumbent is responsible for the reliability, validity, analysis, and publication of these data. More specifically the incumbent is responsible for the following:

The incumbent provides accurate, comprehensive, timely, and relevant data and interpretations of occupational employment and wage statistics trends at the national and sub-national levels, which require continual critical review and evaluation of the quality and accuracy of survey data;

He/She manages the development and testing of new data collection processes for the Occupational Employment Wage Statistics, including machine learning to auto code microdata;

Assistant Commissioner provides accurate, comprehensive, timely, and relevant data and interpretations of occupational and industry projection trends at the national level, which require continual critical review and evaluation of the quality and accuracy of inputs and models; administering the Occupational Outlook Handbook; produces analyses of labor market developments, changes in aggregate demand including changing technology or demographic composition trends, and studies of special occupational groups;

The incumbent representing DOL, BLS, and OEUS before a variety of groups interested in labor force behavior and the condition of the economy including Congress; Federal, state, and, local government agencies; leaders of industry and labor; and scholars in research and academic institutions;

Candidates will be evaluated based on their resume and their responses to the ECQs and MTQs.

Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must address the MTQ's, but need not address the ECQs. Qualifications

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the Federal service). MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Demonstrated ability to lead major organizational change in a challenging environment, including the ability to identify and achieve efficiencies in survey business processes, data collection and analysis, and in administrative processes.

2. Demonstrated experience in successfully managing the operations of a large, complex government organization, including the development and use of information technology for programs that produce economic statistics, human resource policy, budget formulation, contracting, or procurement.

3. Knowledge of economic theory and analysis, statistics, and the uses of economic data leading to publication.

4. Ability to represent a major statistical agency and its programs before key stakeholders such as the Department of Labor senior management, Office of Management and Budget, Congress, other Federal Agencies, the media, academia, or other key data users.

Education

Economist Series, 0110

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:
1.individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2.supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3.teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1.economic statistics;
2.industrial surveys;
3.management of individual business enterprises, including farms;
4.industrial planning;
5.writing or editorial work in economic subjects; and
6.financial market analysis.

Statistics Series, 1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
