As a Management and Program Analyst, you will:

- Analyze financial capacity and history, business plan, management capacity, community development goals, and other elements to determine qualifications and risks associated with an applicant and/or awardee's ability to effectively use a community development award.
- Develop Program estimates by identifying phases and elements, personnel requirements, and costs.
- Perform application/award reviews and provides funding concurrence and/or recommendations for award justifications based on considerations such as quality, consistency, financial stability, management capacity, community development impact, other eligibility criteria, and adherence to policies, procedures and applicable OMB and other Federal regulations.
- Implement change management processes including documenting initiatives to include costs/benefits

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as experience in at least THREE of the following:

-Experience working at a certified community development financial institutions (CDFI), community bank, regulator of banks or credit unions, or other organization that promotes community development activities for financial institutions; OR
-Experience with Federal grant/loan programs related to community development; OR
-Experience conducting grant/award application reviews for community development programs; OR
-Experience conducting feasibility analyses (e.g. market expansion, product development, or real estate development) or strategic planning for community development projects; OR
-Experience researching and effectively communicating technical and non-technical issues verbally and in writing to internal and external audiences.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Rating: There will be a two-phase process.
Phase 1: Your application will be initially evaluated and ranked in the following areas: Specialized experience, Technical, Communication, and Interpersonal Skills.
Phase 2: If you self-certify that you have met the minimum qualification requirements and if your application rates high enough for Phase 1, you will then immediately be asked to complete the second assessment comprised of two narrative responses. There is a 2,500 character limit on each response. Please allow sufficient time to complete both phases before the close date of the announcement. Your responses will be assessed by a Subject Matter Expert (SME) to determine your level of proficiency. Responses lacking detail and those such as N/A, See resume, etc will be deemed ineligible.

Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
