Summary

The Chief Diversity, Equity, Inclusion and EEO Officer oversees the Office of Minority and Women Inclusion (OMWI), reporting directly to the Chairman. Provides leadership and executive direction on the CFTC's efforts to integrate and promote diversity, equity and inclusion (DEI) at all levels of the agency's workforce, senior leaders, and business operations. Oversees the Equal Employment Opportunity (EEO) program and applying the principles of civil rights.

Responsibilities

The Chief Diversity, Equity, Inclusion and EEO Officer provides executive direction and, as appropriate, in collaborative coordination with the Chief Human Capital Officer, sets policies and oversees all matters of the CFTC relating to DEI in management, employment, workforce and business activities.

Provides expert advice and guidance to CFTC leadership and management officials towards the successful design, implementation, and maintenance of a Commission-wide DEI strategy that addresses issues presented by emerging trends and specific challenges, and utilizes DEI data towards meeting the agency's strategic goals and objectives as supported by attracting, retaining, and developing a high performing workforce.

Develops and articulates sound business case for DEI at all levels of the Commission that includes both qualitative and quantitative analysis.

Develops, implements and monitors agency initiatives related to workforce diversity and workplace inclusion, including outreach and recruitment, diversity-related training, and performance measurement.

Advises the Chairman on the impact of CFTC policies and regulations on minority-owned and women-owned businesses.

Develops, implements, and monitors initiatives to promote supplier diversity and the utilization of minority-owned and women-owned businesses in all CFTC contracts; and ensures intended business results are achieved in a manner consistent with governing policies, regulations and statutes.

Develops an annual report to submit to the Commission regarding the percent of contract expenditures that went to minority-and-women-owned businesses; successes and challenges related to targeted hiring and procurement efforts; and any other information, findings, conclusions, and recommendations for CFTC action.

Provides strategic direction and leadership in assessing the effectiveness of the CFTC's EEO program. Recommends changes in management policies/practices to eliminate barriers to EEO; develops strategies to accomplish goals and objectives.

Ensures CFTC takes affirmative steps to seek diversity in the workforce at all levels by implementing staff recruiting and retention efforts.

Partners with the Chief Human Capital Officer to implement inclusive sourcing and recruiting strategies which enable and equip recruiters and hiring managers with the tools, training, and resources to leverage diverse talent and experiences.

Advises agency leadership and managers regarding global diversity best practices for recruiting, retaining and developing a diverse, high-performing workforce that draws from all segments of society and values fairness, diversity and inclusion.

Identifies, builds and maintains relationships with external organizations that align with business goals. Develops relationships with fellow Chief Diversity, Equity, Inclusion and EEO Officers and comparable leadership in DEI positions throughout the federal government and derivatives industry and participates in official and non-official fora on issues impacting and relating to DEI in the federal workforce and the derivatives markets.

Serves as a principal strategic advisor to Commission DEI councils and workgroups.

1. Demonstrated executive leadership and direction in the formulation, execution, management and evaluation of policies and programs in the areas of DEI and EEO.

2. Ability to plan, organize and allocate human resources to support a complex diversity, equity, and inclusion program and ability to focus and translate direction into achievable action plans for an agency.

3.Skill in developing policies, strategies, and business cases, based on qualitative and qualitative analysis, to enhance diversity, inclusion, and equity throughout an agency.

Evaluations: You will be screened for basic eligibility according to the qualification requirements below. The quality and extent of your total accomplishments, experience, and education will be evaluated by a rating and ranking panel according to criteria in the Mandatory Technical Qualifications and Executive Competencies. Using this criteria, a panel of subject matter experts will place your application in one of three predefined categories: Best Qualified, Well Qualified or Qualified. Within each category, those entitled to veterans' preference who have supplied all appropriate documentation will be listed at the top of the category in which they are placed as described more fully below.

Failure to provide evidence when submitting your narrative statements that describes fully and concisely how your experience meets the qualifications/competencies described in the Mandatory Technical Qualifications and Executive Competencies will eliminate you from consideration.

NOTE: EACH MANDATORY TECHNICAL QUALIFICATION and EXECUTIVE COMPETENCIES must be addressed separately in a supplemental narrative statement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Qualifications: As a basic requirement, applicants must possess the Mandatory Technical Qualifications and Executive Competencies listed below. Typically, qualified applicants will have gained experience of this nature at or above the CT (GS)-15 grade level or its equivalent in the public or private sector. In addition, applicants must also have experience in 1) performing oversight of an organization's equal employment opportunity program; and 2) evaluating standards, procedures, and policies related to workforce diversity and inclusion and utilization of minority and women-owned businesses.
