Responsibilities

The Canine Training Course Developer serves as a primary advisor to the Branch Chief, Division Director, and senior FPS, SES leadership on all mission-specific canine training standards, training policies and canine training program development-related matters. Responsible for the creation and modification of canine training program curriculum. Resolves curriculum related problems that are often complicated and require considerable research to incorporate new concepts and innovations applicable to the FPS mission.

Qualifications

Qualifications required:

The incumbent is a Subject Matter Expert (SME) on explosive detector dog training techniques, tactics and deployment. Develops FPS original course content for basic and advanced explosive detector dog training concepts based on current threats and operational policies. Plans, develops, and implements curriculum for a broad range of educational programs that are non-standardized and/or where special problems or needs exist. Develops or coordinates training curriculum and logistics schedules. Coordinates the use of training equipment, training facilities, and instructional aids. Develops and applies new program methods, approaches, and technologies. Develops, revises, and conducts canine courses that are comparable to graduate school levels. Coordinates course content with operations personnel to ensure that training objectives are aligned with the established operational requirements and policies. Courses are unusually broad and highly complex in nature and must frequently be established and implemented based on newly emerging or rapidly evolving operations.

The incumbent independently plans and carries out projects through to conclusion; work projects typically have a significant impact on a broad segment of the staff and student body in the education and training program that is evident throughout the agency. Products may radically change the training content or the education and training techniques and methods used in teaching certain subjects to specific segments of the student population. The incumbent is recognized as an authoritative consultant in planning and developing experimental programs, evaluating results, and using the findings in planning, developing, and installing new or modified explosive detection programs. Develops and implements Person Borne Improvised Explosive Device (PBIED) canine training as well as Counter Suicide/Homicide Bomber Tactics for support/non-canine personnel. Consults with operational leadership before, during, and after training to ensure consistency with field requirements.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
