This Senior-Level (SL) position is located in the Office of Air and Radiation (OAR), Office of Air Quality Planning and Standards.

Responsibilities

The Senior Advisor's work will focus on identification and evaluation of air pollution control policy options, consideration of technical factors that affect policy outcomes, and the regulatory development process for Office of Air Quality Planning and Standards (OAQPS) rules and guidance.

Specific duties include:

• Providing advice, assessments, and recommendations to Office of Air and Radiation (OAR) senior leadership, on programs and projects to reduce air pollution from major stationary sources, including those which reduce criteria, hazardous air pollutant and greenhouse gas emissions from power plants.
• Developing recommendations for corporate and program-specific improvements to regulatory processing that improve the quality of OAQPS regulations while reducing staff burden.
• Anticipating emerging issues related to the control of pollution from stationary sources and providing advice for potential policy solutions.
• Consulting and coordinating with senior executive level managers and technical experts in the Office of Air and Radiation, as well as other regional and program offices, to develop and implement key OAR stationary source regulations.
• Providing policy, technical, and management oversight in the development and implementation of complex, interdisciplinary regulatory efforts that involve multiple Federal organizations and that impact high-emitting and economically significant industries.
• Providing leadership in coordinating with affected stakeholders to ensure that EPA regulatory efforts are both effective at reducing air pollution and implementable by states and sources.
• Representing the OAR Assistant Administrator and the OAQPS Director in meetings both internal to the EPA and externally.
• Serving as a specialized, senior expert with the cross-cutting background to provide confidential advice on intra- and interagency policy negotiations across OAQPS' diverse programs.
• Directing the response to short deadlines from both internal and external EPA customers to address and support the resolution of high level and high impact policy and program issues.

The Ethics in Government Act, P.L. 95-521 requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SL position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

If you are selected, you must complete a one year probationary period.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for this SL position, you need to have at least one year of full time experience equivalent to the GS-15 level defined as providing leadership, oversight, or technical direction for a large organization in developing policy related to air pollution.

Technical Qualifications (TQs) - Mandatory - Limited to two pages per factor - Failure to address these factors will result in your application being disqualified.

TQ1. Demonstrated experience applying knowledge of Clean Air Act requirements and related regulations for reducing air pollution from major stationary sources, including criteria pollutants, hazardous air pollutants and greenhouse gas emissions to advise high level officials on national environmental policies and programs.

TQ2. Demonstrated experience collaborating with professional associations, government agencies, non-governmental and international agencies, members of the Congress, and/or the general public on a broad range of national air quality programs.

TQ3. Demonstrated experience developing and applying policies to address new and emerging air pollution matters related to public health and the environment.
