Summary

The Defense Nuclear Facilities Safety Board (DNFSB) is an independent agency in the executive branch, responsible for recommendations and advice to the President and the Secretary of Energy regarding public health and safety issues at Department of Energy (DOE) defense nuclear facilities. This position is located in the Office of General Counsel. The incumbent serves as an Attorney Advisor, assisting the General Counsel with advising, rendering legal policy, and technical services.

Responsibilities

Serving as a legal expert in procurement law. This includes responsibilities such as: coordinating with, and advising agency procurement officials, such as Contracting Officers and Contracting Officers' Representatives, on all aspects of agency procurement and contract activities; and representing the agency in bid protests. This requires experience with federal procurement, and knowledge of the Federal Acquisition Regulation (FAR) and other statutes and authorities having a bearing on federal procurement.

Providing legal advice and services to Board Members and the General Counsel with respect to questions, practices, and requirements for compliance with statutes, administrative requirements, and Board regulations.

Performing legal research and analysis on major issues in support of the work of the Office.

Reviewing papers, technical reports, publications, letters, and other documents prepared by the Board staff and others for legal implications and legal sufficiency. Makes or recommends revisions to the General Counsel or other senior attorneys when necessary to ensure conformance with legal requirements.

Assisting in the preparation of written or oral replies to correspondence from other government agencies, members of Congress, congressional committees, or the public regarding the jurisdiction, practice and procedures, activities, and functions of the Board.

Planning, organizing, and conducting investigations of complex cases involving questions arising from technical and legal issues.

Participating in conferences, gatherings, briefings, hearings, and public and non-public meetings with or as a representative of the Office in connection with the performance of duties.

Representing the Board, its Members, and employees in federal courts and other forums.

Travel Required

Minimum Qualifications: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:

There is no OPM qualification standard established for positions in the Attorney-Advisor, 0905 series, and agencies may establish their own standards for these Excepted Service positions. The Division of Human Resources, and the Office of General Counsel established the following qualifications criteria for Defense Nuclear Facilities Safety Board attorney positions:

BASIC REQUIREMENT:
Qualified candidates must (1) possess a Juris Doctor (J.D.) or Bachelor of Laws (L.L.B.) from a law school accredited by the American Bar Association, and (2) be a member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying.

To qualify for the GS-14 level, applicants must have at least four (4) years post-J.D. specialized experience equivalent to the GS-13 level in the Federal service that include: 1) Providing legal advice and representation on various matters concerning federal procurement and contracts; 2) Experience with the Federal Acquisition Regulation (FAR) and other statutes and authorities having a bearing on federal procurement; 3) Coordinating with, and advising agency procurement officials, such as Contracting Officers Contracting Officers' Representatives, on all aspects of agency procurement and contract activities; 4) Representing the Board, its Members, and employees in federal courts and other forums. (Must be reflected in resume.)

To qualify for the GS-15 level, applicants must have at least five (5) years of post-J.D. specialized experience equivalent to the GS-14 level in the Federal service that include: 1) Providing legal direction and representation on various matters concerning federal procurement and contracts; 2) Experience with the Federal Acquisition Regulation (FAR) and other statutes and authorities having a bearing on federal procurement; 3) Collaborating with, and advising agency procurement officials, such as Contracting Officers and Contracting Officers' Representatives, on all aspects of agency procurement and contract activities; 4) Representing the Board, its Members, and employee, in federal courts and other forums.
