The incumbent serves as the Deputy Assistant Administrator for the Human Resources Division with primary responsibility for running the day to day operations. Responsible for the development, implementation, administration and evaluation of human resources program and policies for the worldwide operations of the Drug Enforcement Administration (DEA). Serves as a principal advisor on human resource matters to all top management within DEA.

Responsibilities

As Deputy Assistant Administrator (DAA) the incumbent is responsible for providing executive leadership and direction in establishing and maintaining a proactive and visionary human resources program, which is responsive to the needs of both DEA management and employees, and assures optimum productivity and goal attainment in all program functions. Among other duties and responsibilities, the incumbent will:
  • Provide oversight and lead strategic planning and implementation related to agency HR activities. As the agency expert provides strategic advice and direction, evaluating human capital program and operations for efficacy and efficiency. Initiate and sunset policies, programs and processes as indicated. Initiate development of HR programs and provide briefings to top-level management, operating officials and supervisors designed to instill an understanding of responsibilities for continuing sound management of human resources.
  • Represent the Assistant Administrator (AA) at various DoJ and OPM forums. As necessary will communicate or brief Congressional staff/committees, the Government Accounting Office, Office of Management and Budget or other pertinent organization regarding the major thrusts and policies of the agency in the area of human resources management.
  • Oversee and/or lead ongoing analysis of organizational HR performance to identify developing trends and issues based on changing workforce performance and/or changing workforce demographics, initiatives or mission objectives. Develop plans for addressing those issues in coordination with AA/HR.
  • Exercise technical direction over HR staff. Manage the development of personnel within assigned career fields to provide the skills, experience, training needed for the future. Ensure personnel management initiatives are consistent with strategic plans. Exercise leadership in acquiring and retaining a diverse workforce and enforce equal opportunity and treatment.

Qualifications

Qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management, and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. Applicants must meet the qualification requirements by the closing date of this announcement. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position.

  • MANDATORY TECHNICAL QUALIFICATIONS: Applicants must submit a statement for each of the four MTQs listed below. Please give a complete and detailed answer for each mandatory qualification. Statements shall be limited to a maximum of ONE page per MTQ.

    MTQ 1 - Demonstrated expertise and experience in leading and managing a complex Human Resources Office responsible for the full scope of operational programs such asrecruitment and placement, performance management, awards and recognition, compensation, employee benefits, suitability, data systems, entitlements and allowances, employee relations, workforce restructuring.

    MTQ 2 - Demonstrated experience in executing and delivering human capital strategies, programs, policies, and procedures that are flexible, innovative and efficient, incorporating industry leading and best practices (public and private sector), with a strong emphasis on customer satisfaction and data-driven decision making for a large, geographically dispersed organization

    MTQ 3 - Thorough knowledge of contemporary human resource management policies and workforce initiatives, including Federal personnel laws and regulations and appropriate human resource program metrics

    MTQ 4 - Experience which demonstrates partnership with other senior leaders to solve critical organizational problems and make decisions involving complex or sensitive policies, allocation of resources, and other management concerns that impact nationwide or agency-wide operations.

    Direct Deposit: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
