Responsibilities

This position is located in the Patents Trial and Appeal Board (PTAB, Office of the Under Secretary and Director (U/Dir), United States Patent and Trademark Office (USPTO).

Typical duties include:
  • Serving as the expert technical authority for the information resources function, responsibilities involve assessing functionality and performance of PTAB's information technology (IT) hardware and software; solving significant problems complicated by interfaces and inter-relationships between and among programs, systems, functions, policies, and numerous critical issues; and managing necessary projects to keep software technologically current.
  • Keeping abreast of, evaluating and proposing innovative working tools (e.g. use of electronic tools, project management, reporting, customer models) as well as efficiencies in systems and working practices. Designs solutions required to automate business processes and resolve business issues.
  • Serving as the official primarily responsible for the effective, orderly day-to-day operation of the Branch for IT support management and operational functions. Provides, secures, or negotiates for the resources or services needed to run the PTAB IT systems. Develops and enhances the office administrative, management policies, operational procedures, and systems to establish a logical communication flow designed to achieve efficient support.
  • Providing thorough and detailed analysis and develops recommendations for the PTAB to implement the most effective and efficient use of technology resources to provide needed interfaces to the external and internal stakeholders to successfully prosecute all proceedings before PTAB.

The physical worksite for this position is located in Alexandria, VA. However, the United States Patent and Trademark Office is currently under a mandatory telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when the USPTO moves away from its mandatory telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

For this position, the next lower grade level is a GS-14.

Specialized experience for this position includes:
  • Experience managing projects to keep an organization's IT systems current through the implementation of new systems or system upgrades.
  • Experience acquiring and utilizing necessary skills and resources on behalf of an organization, within established parameters relating to cost, time, and quality.
  • Experience developing and maintaining an organization's web-based products, including Internet and Intranet pages.
  • Experience serving as the individual primarily responsible for the day-to-day support management of IT operational functions.
  • Experience supervising and overseeing the work and day-to-day activities of staff, to include: developing and modifying performance standards and evaluating/appraising work performance; recommend training and awards; effecting corrective disciplinary action; assigning work; and carrying out Equal Employment Opportunity policies and program activities.
