Summary

This position is at the National Credit Union Administration (NCUA) in the Office of National Examinations & Supervision (ONES). This position serves as a Financial Data Analyst.

Responsibilities

As a Financial Data Analyst, you will:

Utilize Python and R to manipulate large data sets and generate reports and charts to assist in identifying data anomalies and financial risk trends;
Build and maintain data pipelines through automation of such tasks as downloading, webscraping, data transformation, and updates of existing data sets;
Utilize data received from other analysts to create reports and presentations that provide analytical results in income forecast, balance sheet projection, stress testing, financial metrics, risk surveillance, and asset performance.
Manage the ONES data collection portal including collecting uploaded files and responding to user access requests.

Travel Required

Occasional travel - Occasional travel may be required to attend meetings, conferences, and site visits.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-09 level must have at least one full year of specialized experience equivalent to the CU/GS-07 level obtained in the private or public sector. Specialized experience for this position is defined as experience:
  • Experience utilizing R or Python to perform data manipulation, data analysis, and data visualization on large datasets; and
  • Experience performing financial or economic analysis.

    A Master's or equivalent graduate degree.
    or
    2 full years of progressively higher level graduate education leading to such a degree.
    or

    Equivalent combinations of graduate education and experience.

    FOREIGN EDUCATION: Education completed outside of the United States must be deemed equivalent to that gained in accredited U.S. education programs to be acceptable for federal employment.     RECENT GRADUATE PROGRAM ELIGIBILITY: To meet the Pathways Recent Graduates program requirements for this position, you must have graduated from a qualifying educational institution or program within two (2) years of the date you submit your application or will graduate no later than June 30, 2021.

    ATTENTION VETERANS: A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond six (6) years from the date on which the individual completed the requirements of an academic course of study.

    PROGRAM COMPLETION AND CONVERSION ELIGIBILITY: Program participants MAY be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements. To be eligible for conversion, Recent Graduates must:
    -Complete one continuous years of work experience acquired through a Recent Graduate Program;
    -Complete 40 hours of formal interactive training;
    -Meet the qualification standards for the position to which the Recent Graduate will be converted;
    -Meet any NCUA specific requirements specified in the Participant's Agreement;
    -Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor; and,
    -Be recommended for conversion by the first-level supervisor.

    SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position. Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes the locality rate for the Alexandria, Virginia geographical area.     Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position.
