Responsibilities

  • Prepares all correspondence relative to an informal/formal complaint.
  • Plans and presents Equal Employment Opportunity (EEO) training and briefings.
  • Serves as EEO Counselor and/or facilitator when assigned, handling complex EEO cases as well as class complaints.
  • Reviews, analyzes and evaluates for acceptance or dismissal, formal complaints in accordance with discrimination laws, Equal Employment Opportunity Commission (EEOC)regulations and Defense Contract Management Agency (DCMA) requirements.
  • Conduct initial interviews, issue rights and responsibilities and write counselor reports IAW EEOC and DCMA requirements
  • Arranges for and monitors EEO investigations, EEOC hearings and Final Agency Decisions.
  • Evaluates management's practices, identifies areas where actions tend to cause allegations of discrimination or which make for improper conduct.
  • Advises the agency director, agency managers at all levels, and key agency staff officials concerning employment policies and practices that affect equal employment opportunity for disabled employees.
  • Provides guidance and assistance to the agency EEO managers, specialists, counselors, employees, managers and supervisors.

Qualifications

To qualify for an Equal Employment Specialist, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
  • Experience that involves applying Equal Employment laws, policies, procedures, decisions and guidelines to process and/or resolve complex complaints of discrimination
  • Collect information for EEO complaints processing, recommending solutions to problems that affect EEO and affirmative employment, and process informal and formal EEO complaints
  • Develop strategies for handling discrimination complaints
  • Provide information to EEO investigators and preparing correspondence relative to formal and informal complaints
  • Prepare, review and analyze complaint documents and draft acceptance or dismissal letters


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
